All in favor. <br /> <br />RESOLUTION NO. 38, SERIES 1992 - THE MEADOW AT COAL CREEK <br />ANNEXATION - PUBLIC HEARING <br /> <br />Davidson opened the Public Hearing asking for a staff presentation. <br /> <br />John Franklin, Director of Community Development, introduced this <br />first part of a three part request. The proposed annexation is <br />approximately 27 acres located south of Cherry Street at Taft <br />Court. The applicant is Meadows at Coal Creek Corporation. It is <br />for single family detached residential. The Annexation Agreement <br />that Council has, paragraph 13 was revised to reflect an updated <br />version of water rights requirements. The applicant does have a <br />copy of that. The plan that is referenced in your packet is one of <br />several plans, which were offered as a result of discussions with <br />the Planning Commission, neighbors, and staff. The applicants have <br />yet another conceptual plan to discuss tonight. Planning <br />Commission reviewed the request and adopted Resolution No. 9, <br />recommending approval of the annexation. They also recommended <br />approval of the residential zoning. Proper notice was published in <br />the local newspaper. <br /> <br />Jim Fraker, Developer, addressed the revisions that they had to the <br />plan. Since the previous plan that they brought before Council, <br />they have eliminated the patio homes. They addressed the concern <br />of only one crossing of the bike path. They have produced four <br />cul-de-sacs and made one crossing of the bike path at the south <br />end. They have created three outlots: One is between lots 44 and <br />45, to provide access from the lots on the west side of Orchard <br />Drive to be able to access the bike path without crossing the <br />street; another outlot, which is outlot C extended to the east, <br />which accesses the bike path; then, outlot B, which accesses the <br />existing bike path along the easterly edge. Each outlot contains <br />utilities within it. Outlot B contains water and sewer within it. <br />Outlot C contains storm drainage in it. The outlot between lots 44 <br />and 45 provides for their water connection. The streets have the <br />points of access that were originally discussed with engineering, <br />which were addressed in their traffic report. In doing this, there <br />are 111 single family sites now. Outlot A is a detention pond. <br />They are in the process of trying to acquire lands that can be used <br />outside of ours for a park requirement. Fraker stated that if we <br />cannot accomplish this task, we would put the park site within our <br />own tract of land. <br /> <br />7 <br /> <br /> <br />
