The only change that was <br />made to this ordinance was to add to <br />allow the Mayor in addition to the <br />City Administrator to call Executive <br />Sessions for Personnel matters for <br />informational purposes only. <br /> <br />Elizabeth Black, Chairman of the Ethics and Open Government <br />Committee. <br /> <br />Black: <br /> <br />I asked Sandy Ide, who was quite <br />active bringing about the State <br />Sunshine Bill into law, to take a <br />look at it and give me her comments <br />on it. She felt that during the <br />open meetings, the minutes must be <br />taken. Susan Griffiths assured me <br />that it is elsewhere in the City <br />Code. Griffiths said that the <br />minutes that are currently being <br />taken are the most detailed and <br />complete of any City she knows of. <br />Ide also said that as far as <br />enforcement, that a statement that <br />the violation occurs when the <br />decisions or actions are taken <br />outside the open meeting, is the <br />critical piece of it. Ide was <br />surprised at the amount of detail <br />that we had in here down to on <br />Executive Sessions, listing who <br />would be allowed to be a part of the <br />Executive Session. She had never <br />seen another Ethics Ordinance that <br />went into that much detail. Also, <br />where we had decided that we not <br />only did not want Council people to <br />vote on something where they had a <br />conflict of interest, we didn't even <br />want them discussing it, or the <br />former Council people from <br />discussing something in which they <br />may have an interest. <br /> <br />Davidson called for anyone in the audience who wished to speak for <br />or against Ordinance No. 1079. <br /> <br />NONE <br /> <br />Davidson closed the Public Hearing and went on to Council comments <br />and questions. <br /> <br />17 <br /> <br /> <br />
