City Council <br />Meeting Minutes <br />July 5, 2017 <br />Page 3 of 18 <br />City Manager Fleming thanked staff for their efforts for the July 4th celebration He <br />reported on the CML conference and encouraged Council to attend next year. <br />REGULAR BUSINESS <br />APPROVAL OF REQUEST FOR PROPOSALS FOR HISTORIC STRUCTURE <br />RELOCATION AND STABILIZATION (MINERS CABINS) from Consent Agenda <br />Planning and Building Safety Director Zuccaro noted the higher cost in the RFP was <br />proposed due to increasing construction costs. The initial assessment was figured <br />without knowing where the cabins might be relocated Cost savings could be realized <br />with the help of community member volunteers. An engineer doing the assessment felt <br />the cabins could be moved with some risk but figured in some structural shoring up to <br />help reduce the risk. Director Zuccaro felt there were risks in moving the buildings <br />twice. <br />Council member Loo asked about the risk with lay persons helping moving and the <br />possibility of liability and would a legal agreement be needed to move to pnvate <br />property. <br />City Attorney Light noted the insurance coverage could cover city authorized volunteers <br />along with a signed waiver A contractor would have their own insurance. Concerning <br />moving the cabins to private property, there would have to be some type of agreement <br />with the property owner. <br />Mayor Muckle wanted to note this RFP is for the whole package; moving and <br />restoration. He was in favor of adding language saying they could be moved to <br />temporary site; perhaps on a trailer so it is not actually put down on the temporary site. <br />Director Zuccaro felt a move to a temporary site might incur extra costs He noted this <br />estimate included rehabilitation and restoration of the exterior not restoration of the <br />interior <br />Mayor Pro Tem Lipton liked the idea of volunteers for restonng the intenor, but felt a 1 <br />licensed contractor should do the actual move and move once if possible He was not <br />opposed to waiting to send this back to the HPC if necessary. <br />Director Zuccaro noted a demolition permit has been pulled, and the property owner has <br />been assured this will move along in a timely manner. <br />Council member Stolzmann asked if the scope of work could include volunteers and <br />suggested staff send the proposal to those volunteers with the required expertise <br />
