Louisville City Council Meeting <br />March 16, 2004 <br />Page 7 of 10 <br /> <br />Mayor Sisk called for Staffpresentation. <br /> <br />Public Works Director Tom Phare reviewed the history of the Drought Management Plan <br />(DMP). He outlined the final version of the City's Drought Management Plan, for <br />Council final ratification, adoption and subsequent use in future drought events. Over the <br />last year, Staff has received a number of comments and suggestions regarding the plan. <br />Those comments were consistent with the overall philosophy of a rate based demand <br />reduction plan incorporated into the plan. The DMP includes significant pricing <br />disincentives to reduce water demand during various stages of drought. It also allows <br />each customer to utilize water in a manner consistent with their own personal needs, <br />while providing pricing disincentives so that water is not wasted. <br /> <br />Mayor Sisk asked if anyone in the audience wished to speak for or against the City of <br />Louisville Drought Management Plan. <br /> <br />John Leary, 1116 LaFarge Avenue, Louisville, CO complimented Staff for a well-written <br />plan. He offered several suggestions, such as water budgeting and addressed the issues of <br />fairness and flexibility. He explained the public will need assistance, and asked that the <br />City do everything it can to get the information out to the citizens. <br /> <br />COUNCIL COMMENT <br /> <br />Council member Brown stressed the importance of giving guidance and assistance to the <br />citizens. He suggested a standard notification process and an emergency notification <br />process. <br /> <br />Mayor Sisk voiced his appreciation to Staff for their work on the Drought Management <br />Plan and his support of the plan. <br /> <br />MOTION: Council member Brown moved to adopt the Drought Management Plan, <br />seconded by Council member Van Pelt. All in favor. Absent: Council member Levihn. <br /> <br />CONSIDERATION OF ORDINANCE NO. 1443, SERIES 2004 - AN <br />ORDINANCE CONCERNING CRITERIA AND PROCEDURES FOR THE <br />DISCONNECTION OF TERRITORY FROM THE CITY OF LOUISVILLE - 1st <br />reading - set public hearing for April 6, 2004 <br /> <br />Mayor Sisk called for City Attorney introduction. <br /> <br />City Attorney Sam Light read Ordinance No. 1443, Series 2004. <br /> <br />MOTION: Mayor Sisk moved to publish Ordinance No. 1443, Series 2004 and set a <br />public heating for April 6, 2004, seconded by Council member Brown. All in favor. <br />Absent: Council member Levihn. <br /> <br /> <br />
