He <br />explained the Biella/Menkick IGA amendment is a comprehensive land development <br />IGA and requires a 15-day notice. The McCaslin Interchange IGA is a funding IGA and <br />does not have any land development issues and would not require a 15-day notice. <br /> <br />Mayor Sisk reported he has requested published notice on any Special Review Use. <br /> <br />City Manager Simmons reviewed the McCaslin Interchange Intergovernmental <br />Agreement with the Town of Superior and stressed Staff's desire to move forward with <br />the agreement. He stated if the Biella/Menkick IGA amendment is not urgent, the <br />process for the McCaslin Interchange IGA would be simplified. He noted there are a <br />number of issues in the Superior proposed draft to be resolved, including third party <br />decision maker, liability language and other technical issues. He voiced certainty that the <br />issues can be resolved. He distributed the Town of Superior's proposed project cost to be <br />shared by both communities. He stated Staff does not agree with the administrative <br />staffing cost of $317, 231, and noted such fees were not apart of the original 5 Million <br />dollars spent on the interchange in the late 70's. <br /> <br />COUNCIL DISCUSSION: Mayor Sisk did not agree with the fees associated with the <br />Superior Town Attorney, the administrative staffing costs, the First Bank Card, the 1999 <br />or the 2000 expenses. He noted the City of Louisville has not charged for any of Staff's <br />time. Council members Marsella and Clabots concurred. Council member Van Pelt <br />suggested that all the City's cost should be included in the project estimation. She stated <br />there should be justification for the project costs. Council member Keany voiced his <br />desire to be fair and equitable. Council member Brown stated he did not want to <br />jeopardize the project, but would like to see justification for the project costs. Mayor Sisk <br />voiced his belief the issues can be resolved and the project will go forward. <br /> <br />COUNCIL COMMENTS AND COMMITTEE REPORTS <br /> <br />Council member Brown stressed the importance of resolving the issues with the Town of <br />Superior on the McCaslin Interchange IGA amendment. <br /> <br />Council member Shed Marsella reported on the Louisville Housing Authority meeting, <br />and the resignation of Executive Director Kevin Marchman, effective April 25, 2004. <br /> <br /> <br />
