City Council <br />Meeting Minutes <br />May 6, 2008 <br />Page 11 of 17 <br />is not a great deal of traffic at the time of drop off and pick up. With respect to the <br />issue of safety, he noted the children will not be playing in front of the school. <br />Mayor Sisk stressed the importance of having a 6' solid cedar fence along the <br />Goodhue ditch. Ms. Ryland stated they propose a 6' solid fence along the ditch, <br />but a 5' chain link fence aloncl the balance of the facility. <br />Planning Director Wood stated the Planning Commission requested a 6' solid <br />cedar fence along the ditch aind a 6' chain link fence throughout the balance of <br />the property. Ms. Ryland explained they are requesting relief from a 6' chain link <br />fence because the cost woulcl be prohibitive. <br />Mayor Sisk asked Ms. Rylancl what they propose for recycling. Ms. Ryland <br />stated they are not opposed to recycling. <br />Councilor Sackett supported .a 6' chain link fence. <br />Councilor Muckle supported flexibility, recycling, and the 5' chain link fence <br />around the balance of the property. He asked if the applicant is required to have <br />an enclosed area for trash cans and recyclables. Planning Director Wood stated <br />there is an option for trash cans within a common area in lieu of a dumpster. <br />Mayor Pro Tem Marsella also supported 5' chain link fencing around the balance <br />of the property, and recycling. She asked if the applicant could be encouraged to <br />recycle. She stressed the importance of teaching young children to recycle. Ms. <br />Ryland stressed they are open to recycling. <br />Councilor Dalton noted the surrounding neighborhood does not require separate <br />enclosures for trash. He did not support the requirement for the school. He also <br />supported the 5' chain link fencing. <br />Mayor Sisk closed the public hearing. <br />MOTION: Councilor Muckle moved to approve Resolution No. 17, Series 2008, <br />with the following modifications: Strike condition number one in it's entirety, <br />(trash/recycling area requirement) and encourage the applicant to put trash cans <br />behind the fence; modify condition number 3 to permit a 5' chain link fencing on <br />the east, west and south boundaries of the property, and a 6' solid cedar fence <br />parallel to the ditch. Mayor Pro Tem Marsella seconded the motion. All in favor. <br />RESOLUTION No. 18, SERIES 2008 - A RESOLUTION APPROVING A <br />PURCHASE CONTRACT TO BUY AND SELL REAL ESTATE FOR <br />ACQUISITION OF CERTAIN RIGHT-OF-WAY AND A TEMPORRY <br />CONSTRUCTION EASEMENT REQUIRED FOR THE DILLON ROAD <br />PROJECT <br />
