City Council <br />Meeting Minutes <br />May 20, 2008 <br />Page 5 of 11 <br />As the subject property is in the downtown central business district it is subject to <br />the requirements of the Downtown Louisville Framework Plan (adopted 1999), <br />the Downtown Design Handbook (adopted 1998), as well as the requirements of <br />the Louisville Municipal Code (LMC) pertaining to building height, off-street <br />parking, and overall Floor Area Ratio (FAR). <br />Planning Director Wood explained how each of these document's requirements <br />was addressed in this project application. He detailed the comments from the <br />Historic Preservation Commission. <br />Planning Commission, at the April 10, 2008 meeting, recommended support of <br />the PUD. The position of Staff is thE~ request follows the standards and <br />guidelines established in the Downtown Design Handbook, as well as the <br />Downtown Framework Plan. Planning Commission forwards a resolution to <br />Council in support, with the followincl conditions: <br />1. In lieu of providing the required parking spaces, the applicant must <br />provide the City a payment in lieu fee of $3,600 per required parking <br />space. Based upon a total of four spaces a payment of $14, 4000 <br />should be received prior to issuance of building permit. <br />2. The applicant shall include a trash/recycling container on site. <br />3. The PUD shall be modified to add a note which prohibits tenant finish <br />of the existing basement. <br />Following the Planning Commission approval, the applicant agreed to the <br />conditions. <br />Mayor Sisk requested an Applicant presentation. <br />Erik Hartronft, DTJ Design, 817 Lincoln Avenue, Louisville, CO representing <br />Ronda Grassi, applicant, introduced himself to Council. He commented Ms. <br />Grassi has been a part of the community for many years. She recently moved <br />her business from the front of the building to allow retail showcased on Main <br />Street. <br />Mr. Hartronft described the project's goal as continuing to bring retail to the <br />downtown area and enhance the prE~sent building appearance. He illustrated <br />how the building will fit with the present and proposed surrounding downtown <br />area. He introduced Ronda Grassi, who stated she always wanted to change the <br />building and was excited about the possibility. <br />PUBLIC COMMENT <br />John Leary, 1116 LaFarge Avenue, Louisville, CO, felt Council did not have the <br />information in front of them to make the decision.
