City Council <br />Meeting Minutes <br />May 20, 2008 <br />Page 6 of 11 <br />preservation, renovations and the Design Standards and Guidelines for Historic <br />Buildings. <br />COUNCIL COMMENT <br />Councilor Muckle commented on the Design Standards and Guidelines and the <br />conflicts he thought might exist with the proposal. He asked about the Historic <br />Preservation Commission's input on this issue. <br />Councilor Yarnell addressed the issue of facades, preservation and visual <br />elements and wondered if more discussion was necessary. <br />Councilor Dalton felt the some elements of the guidelines could be subjective <br />and posed the question if the mission was to get frozen in time. He suggested <br />examining the staff report for the criteria that could go either way versus what <br />was very specific. <br />Mayor Pro Tem Marsella stated she saw value to the proposal. She noted the <br />report from the Historical Preservation Commission in the packet and stated she <br />saw more architectural value in the proposal than in the present building. She <br />supports historic preservation but believes saving everything is just not <br />reasonable. <br />Councilor Sackett questioned whether Council was following their rules. <br />Planning Director Wood felt the staff' had presented Council with a full review. <br />The owner's intent is not to restore the building and thus it is not subject to <br />historic preservation requirements. <br />Mayor Sisk said this was a wonderful project and would be an asset to the <br />community. The applicant had gonE: through the proper process. <br />Councilor Muckle questioned why the historic preservation process did not apply <br />in this project, and requested a morE; complete review. <br />Councilor Dalton thanked Planning Director Wood for his explanation of the <br />process and didn't feel the confusion concerning the process should be imposed <br />on this applicant. <br />Mayor Sisk asked if the applicant had any other comment. <br />Ronda Grassi stated there is nothing valuable about the outside of the building. <br />She wants to keep the retailer in her building and move her business to the <br />second floor. <br />
