City Council <br />Meeting Minutes <br />July 1, 2008 <br />Page 6 of 11 <br />City Attorney Light offered a friendly amendment that the Ordinance take effect <br />on October 1, 2008. <br />Councilors Sackett and Frost Yarnehll supported an ordinance with a Board of <br />Adjustment review. <br />Councilor Clabots and Dalton supported passing the ordinance, with a variance <br />process at a later time. <br />Councilor Muckle requested a continuation of the ordinance. <br />Mayor Sisk withdrew his second to the motion. <br />Mayor Pro Tem Marsella did not support continuing the ordinance. <br />Planning Director Wood addressed 'the RV parking setback and explained it <br />would be difficult for the Board of Acjustment to regulate personal property. He <br />suggested a temporary use permit, rather than a variance or grandfather clause. <br />Councilor Sackett did not support irregular lots being restricted from having a <br />recreational vehicle. Councilor MucN;le supported a temporary use permit. <br />Mayor Pro Tem Marsella explained 'the property owner can have a total of two <br />RV's. She stated the ordinance prohibits a sidewalk setback, and she stressed <br />the ordinance is reasonable. She stated examining the Board of Adjustment <br />review would further delay the ordinance. <br />Mayor Sisk addressed Mr. Luallin's concern, which he voiced at the June 17tH <br />meeting, relative to the ordinance prohibiting him from storing his construction <br />business vehicles on his property. Planning Director Wood explained Mr. Luallin <br />has sufficient space to park his personal and construction business vehicles. <br />MOTION: Councilor Muckle moved to continue Ordinance No. 1537, Series 2008 <br />to August 5, 2008, seconded by Councilor Sackett. Roll call vote was taken. <br />The motion carried by a vote of 4-3. No Vote: Mayor Sisk, Mayor Pro Tem <br />Marsella and Councilor Dalton. <br />City Attorney Light requested Council direction on whether the Board of <br />Adjustment criteria should be amended to review variances for recreational <br />vehicles, and whether regulation exemptions should be granted through an <br />administrative review. Councilor Muckle supported amending the Board of <br />Adjustment criteria and an administrative review on exemptions. Mayor Sisk <br />supported a process whereby neighbors could object to RV parking. <br />
