City Council <br />Meeting Minutes <br />August 19, 2008 <br />Page 16 of 18 <br />Councilor Muckle agreed with Mayor Sisk's comments. He felt there were too <br />many issues for Council to deal with. He found the density problematic and <br />shared Mr. Simmons' concerns relative to the alley. <br />Mayor Pro Tem Marsella voiced her concern over the layout of the project and <br />the land dedication issue. She voiced her desire to see the issues worked out. <br />APPLICANT COMMENTS <br />Mr. Mundelein noted the alley access concept has been used across the country <br />to create a sense of community. He asked if Council was open to alley access to <br />homes or whether they preferred street access. He requested Council direction. <br />Mayor Sisk explained the Council must look at the entire development plan. <br />Mayor Sisk closed the public hearing. <br />City Attorney Light requested the following materials be included in the record: <br />Staff and Applicant's PowerPoint presentations; six historical documents from the <br />State Archives dated back to 1912; historic Ordinances Nos. 151 and 152; an <br />agreement and map relative to the property dated 1914, the David Cast letter; <br />the City's Zoning and Subdivision Ordinances and the City's Comp Plan. <br />MOTION: Councilor Muckle moved to incorporate all the requested items into <br />the record, seconded Councilor Yarnell. All in favor. <br />City Attorney Light outlined the City Council's options relative to the proposal. <br />1) The Council may disapprove Resolution No. 40, Series 2008 <br />2) The Council may approve the alternative version of Resolution drafting <br />approving the application with conditions. <br />3) The Council may remand the application back to the Planning <br />Commission as a preliminary application. <br />MOTION: Mayor Sisk moved the Council remand the Preliminary Subdivision <br />Plat and Preliminary Planned Unit Development Plan for Parbois Place Proposal <br />back to the Planning Commission, seconded by Councilor Muckle. All in favor. <br />DISCUSSION/DIRECTION -QUARTERLY STATUS REPORT ON THE CITY <br />MANAGER'S PERFORMANCE GOALS <br />City Manager Fleming reviewed the progress of the 26 goals approved for the <br />City Manager and Staff to pursue during 2007 and 2008. <br />Goal Status <br />
