3/b/84 Page -9- <br />Councilman Luce. stated although he agreed <br />with Administrator Wur1's philosophy of <br />the amount of money to be funded by the <br />County would not wish to have the agree- <br />ment break down because of this. Mr. <br />Luc;e stated that he did not get Exhibit A <br />with the agreement. Mr. Wurl advised the <br />reason was that no one did because the <br />Exhibit A County did not provide one. He then explained <br />the parcels Exhibit A involved, namely the <br />Mayhoffer property, the Harney property, <br />land east of the Cemetery and another portion <br />of the Mayhoffer property separating us from <br />Autumn Ridge. Councilman Luce suggested <br />that we attach our version of Exhibit A <br />when the response is sent back to the County. <br />15 Year Planning Period Councilman Luce made reference to the 15 year <br />planning period on page 3 of the agreement <br />and stated he would prefer this be longer. <br />Suggested there be further negotiations <br />conducted on 2 levels on the concerns. <br />First on the elected official level, which <br />would be between a small group of this <br />Council, and the Boulder <br />County Commissioners. Then on the implemen- <br />tal=ion level, which would be between our <br />st<zff and the County staff . <br />Mayor Meier stated he felt this had been done. <br />WhE~n the agreement was first initiated the <br />Mayors from Louisville and Lafayette, City <br />Administrators from both cities, the Boulder <br />County Commissioners and the Open Space people <br />were in attendance therefore felt both levels <br />were represented at that time. At that time <br />Lafayette, Louisville, and Boulder County <br />presented lists of their priorities for open <br />space and that was where Exhibit A originated. <br />Mr. Luce reiterated his concern and suggested <br />the elected officials speak on the policy <br />level and staff on the implementation level. <br />Felt both of these were important in this pro- <br />cess. <br />Councilman Leary Expressed concern about the 15 year plan also, <br />and inquired of Director Rupp if this was <br />tied into the year 2000 which was the planning <br />year, or was 15 the commonly used time? <br />Mr. Rupp replied that they were probably tar- <br />geting the year 2000, but at the recent DRCOG <br />discussions they are looking at the year 2010. <br />
