7/19/84 Page -5- <br />Mayor Meier expressed dismay in the fact <br />that: Attorney Rautenstraus had not seen the <br />most: recent water notice and reprimanded <br />DirE~ctor Kasch. He also stated that he was <br />appalled to hear that Mr. Richmond was not <br />adhE~ring to the watering restrictions. The <br />situation was serious and there was a crisis. <br />Mayor Meier urged all residents to abide by <br />the restrictions and conserve water at all <br />times. <br />Councilwoman Johnson stated that she was be- <br />coming very irritated. We are getting at <br />dangerous levels of water in the tank for <br />fighting fires, etc. yet people are complain- <br />ing of not being able to wash their cars or <br />watE~r their lawns. They are lucky we have <br />watE.r to drink. <br />Shut Down Car Washes Councilman Leary moved, Councilwoman Morris <br />seconded that all car washes within the City <br />be shut down until we have had the opportun- <br />ity to study the water situation. All in <br />favor. Motion carried unanimously. <br />Director Kash to make this study by metering <br />the car washes on a day to day basis and <br />suggested that they open the car washes only <br />on their respective watering days. <br />DAVID SHENK, ATTORNEY FOR Mr. Shenk stated there is a feasibility here <br />HOMART to put a fast track program in place through <br />the private sector, with Homart construction <br />managining it together with,KKBNA, and allevi- <br />ate the needs for these discussions pertain- <br />ing to water next year. Homart wished to pur- <br />sue this concept and they have asked KKBNA and <br />Howard Browning and Roger Smades of this com- <br />pany will speak before Council this evening. <br />(Council had been provided with their analysis <br />of the fast track feasibility program). <br />Mr. Shenk stated that they could not think of <br />any reasons why this couldn't be done in put- <br />ting this program on line. Their represen- <br />tatives talked about this as a possible in- <br />surance policy for water peaking demand next <br />summer. In their agreement with the City <br />they provided for the Howard Berry Plant <br />contribution in 1986. The venture seeing the <br />risks involved in waiting until September for <br />construction, feel they need to get going on <br />design August 1, 1984 to make June 1, 1985. <br />~. <br />
