Louisville City Council Meeting <br />October 19, 2004 <br />Page 13 of 15 <br /> <br />Personal services in all funds increased 3.6% over the 2004 budget. The increase <br />includes an approximate 1% increase for cost of living and an average 2.5% merit <br />increase for existing positions. Benefits increased an average of 7.2% over 2004 budget. <br /> <br />Capital improvements - The more significant projects included in the 2005 budget are <br />the new library, the second phase of the McCaslin interchange, street reconstruction, the <br />community park, potential land acquisition, and various water and wastewater systems <br />improvements. <br /> <br />COUNCIL COMMENT <br /> <br />Council member Brown complimented City Manager Simmons for his thorough <br />presentation. He stressed the Council will have some tough choices to consider on the <br />2005 City budget. He requested more citizen input at the November 3rd meeting. <br /> <br />Simmons noted by ordinance, 1% of the sales tax must go to capital projects, and 40% of <br />the sales tax would be diverted to the general fund for one year only. <br /> <br />Mayor Sisk stated if the Ballot Issue 200 passes, those mandates would have to be <br />implemented in the 2005 budget. He stated the information should be put out to the <br />residents. He thanked Finance Director Patty Leslie for her work on the budget. <br /> <br />COMMUNITY PARK UPDATE <br /> <br />Mayor Sisk requested a Staff presentation. <br /> <br /> Land Management Director Cindy Lair acknowledged and thanked Park Project Manager <br /> Kathy Kron, for hard work and the citizens who participated in the planning process. <br />· Lair reported the Land Management Staff and Design Concepts are moving toward <br /> completion of the final design and construction documents for the Community Park. <br /> She introduced Shawn Rolingher, of Design Concepts, who would present the most <br /> recent 'site plan as well as architectural plans for the Pavilion and Outdoor Stage. On <br /> October 4, 2004, Design Concepts submitted a 50% complete set of construction plans, <br /> which were reviewed by Staff as well as Council members Van Pelt and Levihn. The <br /> landscape plan was presented to Horticulture and Forestry Advisory Board on October 7, <br /> 2004 and their input was received. The Bella Vista Connector Road design is a concern <br /> with the park design. <br /> <br />Lair reviewed the project budget, and noted Staff and Design Concepts are keeping a <br />very close eye on the budget as design progresses. She explained that Staff has submitted <br />for a $200,000 local government grant from GOCO. Successful recipient will be notified <br />on December 1st. If funded by the grant, would include the water feature, tot play area, <br />basketball court, small picnic shelter and funding for Youth Corps involvement. <br /> <br />13 <br /> <br /> <br />
