signs and lighting devices as to prevent the occurrence of nuisances; <br />landscaping and other similar features to prevent the littering or accumulation of <br />trash, together with other factors deemed to effect public health, welfare, safety <br />and convenience; <br />No changes are proposed to the existing access to the site. The applicant provided a <br />trip generation letter for this new use indicating minimal impact on traffic in the <br />neighborhood and the City's Engineering Division finds there would be no significant <br />impact to traffic. There is adequate signage and lighting on the property to ensure public <br />safety. There is existing exterior lighting under the soffits of the building that illuminate <br />the site at night. To limit any possible impacts of new lighting, staff recommends that a <br />note be added to the plans stating that any new or relocated lighting shall be full cut-off <br />and mounted below the screen wall, and shall be turned off by 9 pm. Staff finds the <br />proposal meets this criterion with the proposed condition. <br />5. That an adequate amount and proper location of pedestrian walks, malls and <br />landscaped spaces to prevent pedestrian use of vehicular ways and parking <br />spaces and to separate pedestrian walks, malls and public transportation <br />loading places from general vehicular circulation facilities. <br />Access to the columbarium is provided through the existing building from the Sanctuary, <br />therefore there is no impact on the pedestrian circulation throughout the site. Staff <br />finds the proposal meets this criterion. <br />STAFF RECOMMENDATION: <br />Staff finds the request meets all the criteria for a Special Review Use and recommends <br />approval of Resolution 14, Series 2018 recommending approval of a request for a <br />Special Review Use to allow an exterior Columbarium (Cemetery Use) with the <br />following conditions: <br />1. Prior to the City Council hearing, the plan shall be updated with a note stating <br />any new or relocated lighting shall be full cut-off, mounted below the top of the <br />screen wall, and turned off each night by 9:00 pm. <br />2. Prior to the City Council hearing, the description of the proposal on Sheet 1 shall <br />be updated to match the proposal shown on Sheets 2 and 3. <br />ATTACHMENTS: <br />1.
