City Council <br />Meeting Minutes <br />March 16, 2021 <br />Page 6 of 13 <br />the replacement of the original windows with replica windows that would be modern but <br />keep the historic form of the building. The HPC had approved the restoration work and an <br />alteration certificate. <br />He reviewed the criteria for landmarking; this home meets the age, architectural, and <br />social criteria. Staff and the HPC both recommend approval of the landmarking. <br />He noted the grant request is significant at over $124,000 and it exceeds the maximum <br />amount generally allowed. However, staff feels it meets the extraordinary circumstances <br />criteria due to the building size, the unique challenges of this type of building, and the <br />need to replicate decorative elements among other items. This project is much more <br />extensive than the typical restoration project. Staff and the HPC both recommend <br />approval of the grant. <br />Public Comments — None. <br />Councilmember Brown stated this is an iconic property in town and this is a great project <br />to rehabilitate the original building and see it being used. While the grant is very large <br />compared to our normal grants, this is a good use of the fund and he feels it meets the <br />extraordinary circumstances criteria. <br />MOTION: Councilmember Brown moved to approve Resolution No. 21; seconded by <br />Councilmember Fahey. <br />Councilmember Fahey agreed this is a great project and great use of this property. <br />Councilmember Leh agreed. <br />Mayor Stolzmann closed the public hearing. <br />Motion passed by unanimous voice vote. <br />MOTION: Mayor Stolzmann moved to approve Resolution No. 22; seconded by <br />Councilmember Fahey. <br />Motion passed by unanimous roll call vote; Councilmember Dickinson recused. <br />Councilmember Dickinson rejoined the meeting. <br />RESOLUTION NO. 23, SERIES 2021 — A RESOLUTION APPROVING A <br />PRELIMINARY AND FINAL PLANNED UNIT DEVELOPMENT TO ALLOW <br />CONSTRUCTION OF A 100,000 SF INDUSTRIAL BUILDING, A PRELIMINARY AND <br />FINAL PLANNED UNIT DEVELOPMENT AND SPECIAL REVIEW USE TO ALLOW A <br />3,500 SF CONVENIENCE STORE AND AUTO FUELING STATION, AND <br />ASSOCIATED SITE IMPROVEMENTS, AND A FINAL PLAT TO CREATE 2 PARCELS, <br />4 LOTS AND 2 OUTLOTS — LOCATED AT THE NORTHEAST CORNER OF S. 96TH <br />
