SUBJECT: LEVEL CLEAR COVID-19 AND SPECIAL EVENTS UPDATE <br />DATE: MAY 11, 2021 PAGE 6 OF 8 <br />During this transition year, the Street Faire Committee will work to reduce crowd <br />size and limit attraction of high numbers of attendees through band selection <br />and reduced advertising. <br />Street Faire will provide "COVID Etiquette" information in materials and on the <br />website, encouraging people to follow guidance and be respectful of other <br />attendees. <br />Social distancing and facial coverings are encouraged. All guidance will be <br />communicated through pre -event notices, signage, and during the event. <br />Labor Day and Fall Festival: <br />• The Labor Day and Fall Festival events usually draw close to 10,000 participants <br />to downtown Louisville. <br />• During this transition year, the City will significantly pare down the Labor Day and <br />Fall Festival festivities to prevent large crowds downtown. <br />• This year, the City plans to host the annual Senior Dinner and a modified Labor <br />Day Parade. There will be no Art Festival, Children's pet parade, Pie Contest, <br />Fall Festival (booths, bounce -houses, food trucks, etc.) on Labor Day weekend. <br />• The following events are being planned for Labor Day weekend in 2021. <br />• Social distancing and facial coverings are encouraged. <br />Senior Dinner: <br />• The City plans to host the annual senior dinner in Memory Square Park on <br />Friday evening before Labor Day weekend. <br />• The City will provide a pre-packaged/boxed meal for each participant, instead <br />of the usual buffet -style fried chicken dinner. <br />• Tables will be spread out to accommodate some distancing while eating. <br />• Registration will be required. <br />Labor Day Parade: <br />Staff is exploring the possibility of hosting a smaller scale parade from prior <br />years, and will need to identify an alternate parade route as Main Street is <br />temporarily closed for outdoor dining. Below are some options currently under <br />consideration, and staff is open to input from Council regarding these <br />possibilities. <br />o Pine Street — start at Recreation Center parking lot (on Via Appia, going <br />northbound) and end at Louisville Elementary School parking lot. Would <br />require closure of Via Appia northbound for period of time and closure of <br />Pine. Route would have to be one-way as there is no median. Fire/PD did <br />not have concerns about access or emergency response. Could allow for <br />additional space for attendees to view parade. Proximity to downtown <br />could be beneficial for restaurants/businesses. <br />o Via Appia — close portion of Via Appia in both directions, route would <br />follow down westbound lane and then back down eastbound lane, Fire/PD <br />CITY COUNCIL COMMUNICATION <br />7 <br />
