All in favor. Motion <br />carried unanimously. <br /> <br />Administra.tor Wurl stated that there was <br />some discussion on this item at the last <br />meeting and councilmembers had a copy of <br />a memo from Director of Financial Services <br />Asti-Caranci giving various options on the <br />water use rebate for senior citizens. His <br />recommenda.tion would be option 1. an average <br />of $30.00 per year. <br /> <br />Inquired on option #3 - refund for 4 summer <br />months - $32.00 if this would depend on <br />residency, i.e. if a person only lived in <br />the ho~ 2 months then would they be given <br />half this amount. and which is the easiest to figure. <br />Director Asti-Caranci advised that they have <br />to meet the same requirements as the property <br />tax rebate criteria which states they must <br />be a resident of the city for one year. To <br />get the water rebate they apply for the pre- <br />vious year's water usage. The easiest one <br />to figure would be option #1. <br /> <br />Commented that he felt a little uncomfortable <br />about not requring some upper income on the <br />rebate. Really felt that it was a need issue. <br />It appean:~d the problem here was that there <br />were several levels that they have to work <br />at. Inquired if the upper income limit was <br />$12,000. The reply was yes. <br />Inquired if the problem was coming from any <br />specific income level - is there the same <br />problem with persons applying at the $6,000 <br />income level as with the $12,000 level? <br />Director Asti-Caranci stated it was. <br />Councilman Leary then inquired if the major <br />issue was people's unwillingness to say what <br />they are making, or is the major issue that <br />other people are concerned that some people <br />aren't giving truthful information. <br />
