This is being done now.

Councilman Leary

Commented the concept is one thing, but what-
ever the positions or issues are that the cities
are taking that they feel need to be resolved,
he felt that council needed to discuss before
Louisville says yes this is what the city's
position is on how the city should be dealt
with.
Director Rupp stated he felt that the first
step should be to see if there is cooperation
between the cities expressed by the staff that
there is something to pursue. In the past the
cities have not always talked with each other.
The County has been the one sole agent that
has assembled all this information from the
various cities and have been the central focus.
The fact is that the cities contain the bulk
of the population and what the cities should
be doing is something that the County should
reflect upon as where the population centers
are and how the common aspect of what the
cities are experiencing with their relation-
ship with the County. But this hasn't been identified as yet.
The first step was to see if there was some
agreement with all the cities that this was
a worthwhile avenue to explore, and felt that
a staff level that it was without commiting
the City to anything at this time.

Councilman Leary commented he was under the
impression that we would have a work session
inviting the County Commissioners, the council
and sit down with the staffs and discuss issues,
will this still be done?
Rupp stated yes, in fact the County did come
at one time - Ed Tepe and Barbara Bryan but
no Commissioners~ and at that time said they
would be bringing forth this letter where
they want to meet with the cities individually
and talk about certain aspects of the county
plan, etc. This has never ha:rmened until he saw
the letter.
Leary reiterated that he still wished to meet
