<br />Larry Pfaff, Associate Deputy <br />Director of Boulder Community <br />Hospital <br /> <br />9/20/83 <br /> <br />Page -8- <br /> <br />Councilman Leary also commented that he was <br />under the impression that both the Fire Depart- <br />ments would be willing to take their patients <br />to the proposed Community Hospital facility. <br />Dr. Axelrod stated that the physician advisor <br />for the Louisville Fire Dept. is St. Anthony's <br />North, not Community Hospital, while the <br />physician advisor for Lafayette is at Community <br />Hospital. His philosophy was that a free- <br />standing emergency facility was not fully <br />equipped to support major emergencies where <br />complications could develop. Dr. Axelrod <br />also stated his busiest hours are from 4:00 P.M. <br />to 7:00 P.M. and 9:00 A.M. to Noon. This has <br />been his experience in Broomfield and Louis~ <br />ville and together they possibly see 45,000 <br />patients. Felt that they could see 60 patients <br />per day. <br /> <br />Mayor and Councilmembers thanked Dr. Axelrod <br />for his attendance. <br /> <br />Stated that he did not wish to debate anything <br />that Dr. Axelrod had said as they had stated <br />their views at the State Health Department <br />hearing. Stated that they were going to appeal <br />the Certificate of Need findings. The State <br />Health Department staff had given them a clean <br />bill of health when it came to their findings <br />on a need assessment, rather the Council felt <br />that superior alternative may be needed to be <br />pursued. They now have a legal opinion wherein <br />they are going to pursue the project without <br />a Certificate of Need. They have found that <br />there are ways to circumvent without compro- <br />mising the point of ethics or legalities with <br />both licensor and Certificate of Need with <br />legislation like many of the hospitals have <br />done in the past. It was apparent to him that <br />the 2 communities of Louisville and Lafayette <br />would continue to enjoy a lot of competition <br />not only in the health care sector but in <br />other areas as well. Reiterated they would <br />pursue the project and do the necessary things <br />they need to do to assure their original ob- <br />jective and at compeitive cost. Advised that <br />their plan is for 24 hour service, but would <br />begin with 16 hours. Also advised that in <br />addition to the 2 beds would provide 6-8 trauma <br />bays. Agreed that Dr. Axelrod's offer to <br />Community Hospital to use his facilities was <br />valid, but they would require much more equip- <br />ment than was available. Also they did not <br />wish to lease space, but rather own it, and <br />found this lease. cost would be more than <br />
