Amendment to Ordinance #804 Councilman Leary Director Rupp STC Councilman Ferrera 8/16/83 Page -9- Councilwoman Morris moved, Councilman/~~Ag~a that small child care centers not be restricted from the Office Zoning category, but rather require a Special Review Use. Commented the City intends to have a large Industrial complex and felt that a day care center would not be incompatible; therefore this restriction should not be made in the I zone as well, but rather be a Special Review Use. Director Rupp remarked that the Fire Marshall had stated that this use might not be in keep- ing within a certain distance of any type child care center, facility, etc. Councilman Leary agreed these issues would have to be discussed at the Special Review process, but felt that depending on the type of manu- facturing being done it could be an authorized use. Remarked perhaps all the restricted zones as stated in the ordinance should be Special Review Use instead. Stated if the Child Care Use is in an industrial area and you have a potential user that may be able to locate, he would be precluded from coming in if an existing school facility is there. Felt this may be a determent for a potential industrial prospect. Councilman Leary inquired if STC wished to have a child care center in the future - what would they be covered under? Rupp advised there are mixed uses at STC, i.e. office, manufacturing, storage, etc. But they would not be considered manufacturers of hazardous materials. Felt that a Special Re- view Use would be appropriate in this instance as an existing industrial use. Concurred with Director Rupp that if an in- dustry wished to offer its employees the oppor- tunity to have a child care center at that business, felt they should be allowed to under the Special Review Use. This ordinance, as written wouldn't allow this. Certainly this may be acbenefit the company may wish to make to its employees.
