Councilman Leary <br />seconded that the City shall delay annexing <br />additional parcels of land larger than 5 <br />acres until the following objectives have <br />been met: <br />1. The adoption of the Comprehensive Plan <br />update initiated in 1981. <br />2. The adoption of a short and long range <br />fiscal plan for providing water and sewer <br />services. <br />3. Planning Commission and City Council <br />approval of a master plan for the Homart <br />Development Company's project in the Cen- <br />tennial Valley area. <br />4. Adoption of P.D.D. design guidelines <br />currently under review by the Planning Com- <br />mission. <br />5. Re-evaluation of the current policy of <br />issuing 200 building permits per year, <br />taking into account a thorough tax base <br />review and fiscal impact analysis for all <br />city services required to accomodate the <br />city's growth. <br /> <br />uncilman Cummings <br /> <br />Inquired of Councilmembers Morris and Leary <br />what this had to do in granting legal right <br />of a public hearing for anyone who applies for <br />annexation. Stated he realized that these <br />issues have to be solved. <br /> <br />Councilman Leary <br /> <br />Responded - council has obligations to deal <br />with matters as we are prepared to deal with <br />them. Felt that council at this time was not <br />prepared to deal with the problems and it was <br />unfair to the applicant, the general public, <br />or to anyone else to set a public hearing <br />on a matter until council has the tools to <br />deal with it. <br /> <br />Councilwoman Morris <br /> <br />Commented that she felt it was the wish of <br />the majority of councilmembers to not have <br />700 building permits issued this year. Was <br />concerned about ~Nhen in the process this is <br />stopped - at the annexation level, when the <br />subdivision agreement comes before council, <br />or whenever. Was not against the phasing <br />concept however felt there was a commitment <br />with the Homart people in conjunction with <br />the wastewater treatment plant. Several <br />issues that were critical at this point. <br />
