4/19/83 Page -8- Councilwoman Morris moved. Councilman Leary seconded that the City shall delay annexing additional parcels of land larger than 5 acres until the following objectives have been met: 1. The adoption of the Comprehensive Plan update initiated in 1981. 2. The adoption of a short and long range fiscal plan for providing water and sewer services. 3. Planning Commission and City Council approval of a master plan for the Homart Development Company's project in the Cen- tennial Valley area. 4. Adoption of P.D.D. design guidelines currently under review by the Planning Com- mission. 5. Re-evaluation of the current policy of issuing 200 building permits per year, taking into account a thorough tax base review and fiscal impact analysis for all city services required to accomodate the city's growth. uncilman Cummings Inquired of Councilmembers Morris and Leary what this had to do in granting legal right of a public hearing for anyone who applies for annexation. Stated he realized that these issues have to be solved. Councilman Leary Responded - council has obligations to deal with matters as we are prepared to deal with them. Felt that council at this time was not prepared to deal with the problems and it was unfair to the applicant, the general public, or to anyone else to set a public hearing on a matter until council has the tools to deal with it. Councilwoman Morris Commented that she felt it was the wish of the majority of councilmembers to not have 700 building permits issued this year. Was concerned about ~Nhen in the process this is stopped - at the annexation level, when the subdivision agreement comes before council, or whenever. Was not against the phasing concept however felt there was a commitment with the Homart people in conjunction with the wastewater treatment plant. Several issues that were critical at this point.
