Councilman Leary Richard Luce, 197 Harper St. r0uncilman Cussen Roll Call Vote on the Motion DEFEATED Study Session Councilman Leary Page -10- Responded to Mr. Drumm and stated there had been 2 study sessions on this topic. Possibly 15-25 people had attended. The study sessions were scheduled at the last Council meeting for the purpose of resolving the issues. Also stated there is not a business man in this community that would make decisions based on the kind of infor- mation Council has presently, and if he did would be out of business. Council does not have information critical to the future of the City to make decisions before these 5 issues are resolved. Thanked Mayor Meier for recognizin6 him even though this was not a public hearing, and commented he felt obligated to speak. To be brief and very succint, he personally found it a bit objectionable and highly inappropriate that someone that represents a developer would tell Council what is or is not appropriate. Stated the motion on the floor was to deal with whether or not to vote on the 5 concerns. Felt that it was imperative Council give direction to the Planning Commission. Was very concerned with the fiscal plan for providing water and sewer services. Was not in favor of processing any more annexations until all the issues were resolved. Councilman Cummings moved that an initial meeting be set for April 6th to include Planning Commission, Staff and Council to address the 5 issues in Councilman Leary's motion for direction or concern. After that a public hearing be set. Commented before the issues could be dis- cussed the information should be available a week in advance so that he would have time
