<br />Motion To Establish and <br />Maintain Land Use Planning <br />Process <br /> <br />Dennis Drumm, 1536 Taft Court <br /> <br />Page -9- <br /> <br />Councilman Leary moved, Councilwoman Morris <br />seconded that in order for the City Council <br />of Louisville to establish and maintain <br />a land use planning process consistent <br />with the City's ability to provide services <br />to its residents, and consistent with its <br />short and long range fiscal needs, the Council <br />establishes the following policy: <br />The City shall delay annexing additional <br />land, other than small parcels, until the <br />following objectives have been met: <br />1) The adoption of the Comprehensive Plan <br />Update initiated in 1981. <br />2) The adoption of a short and long range <br />fiscal plan for providing water and <br />sewer services. <br />3) City Council and Planning Commission <br />approval of a master plan for the <br />Homart Development Company's project <br />in the Centennial Valley area. <br />4) Adoption of the P.U.D. Design Guidelines <br />currently under review by the Planning <br />Commission. <br />5) Reaffirmation of the current policy <br />of issuing 200 building permits/year <br />or the development of a new policy. <br /> <br />Lengthy discussion followed as to ramifica- <br />tions of the motion, clarifying the defini- <br />tion of small parcels, whether or not enclaves <br />only would be allowed for annexation, judg- <br />ing each annexation on its merits, a policy <br />must be set to deal with annexations, short <br />and long term fiscal plan to be worked out <br />in approximately 10 days, proposed meeting <br />with Homart on April 28th, and a policy on <br />issuing building permits. <br /> <br />Wished to respectfully submit to the Mayor <br />and Council his feeling that this entire <br />motion was out of order at this time. Strongly <br />felt that a public hearing should be held <br />on the issue. Also respectfully requested <br />that the meeting not be continued, since it <br />would have a definite impact on the City, <br />and perhaps other groups in Louisville would <br />like to comment; reiterated a public hearing <br />should be held. <br />
