Another problem arose with a second <br />meeting with staff as there would be 500 <br />series homes on one side of the street and <br />400 series on the other side; therefore was <br />not ~ d~si~able solution. Since the Planning <br />Comm~ss~on s approval of the first plat, home- <br />owners and staff preferred the second plat <br />presented, which also dealt with an improved <br />access, as well as providing more consistency <br />with the 500 series homes. Another concern <br />of the Planning Commission, city staff, and <br />homeowners was that all the access out of <br />Heritage I and Heritage II would be to Cherry <br />St. to one point of access. To correct this <br />situation the developer has agreed to improve <br />and overlay north from Heritage I to a con- <br />nection with Pine St. resulting in a paved <br />access into Heritage II. In accomplishing <br />this, as shown on the new plan, nine lots <br />were eliminated. <br />Mr. Drumm then indicated on the map, lot <br />56, owned by StE~ve Grosnec, and his concern <br />was that his front yard would face the back- <br />yard of the adjacent lot. The developer was <br />willing to make an adjustment to improve this <br />situation. <br />Mr. Drumm advised that the developer would <br />construct,at his expense, the bike trail <br />along the ditch; also the Pine Street im- <br />provement would be beyond the normal require- <br />ment. The open space dedication for Heritage <br />II exceeds the 12% requirement. <br />Mr. Drumm stated this was a last minute change <br />and was done at the request of some of the <br />Planning Commission members and to please the <br />homeowners in the area. For these reasons, <br />and some time contraints on the developer, <br />the request was that Council act on the P.D.D. <br />this evening. He also advised in the sub- <br />division agreement there is a provision when <br />the 400 series homes are constructed, it was <br />suggested by staff that the developer plant <br />some large trees in the backyards to visually <br />screen the view of the 400 series homes from <br />the 500 series homes. Since there were using <br />the 500 series transition entotal, they would <br />expect that the tree requirement would be <br />deleted. <br /> <br />Access <br /> <br />Lot 56 <br />
