<br />3/1/83 <br /> <br />Page -12- <br /> <br />stripped and begun to excavate a portion of <br />the property north of Harper Lake,within the <br />area considered overall for Harper Lake ex- <br />pansion. But not formally approved by the <br />council. Councilmembers were given maps <br />of the preliminary layout and proposed ex- <br />pansion of Harper Lake when it is completed. <br />The proposal is not entirely on City property, <br />but the contractor has permission from the <br />other owner to remove the material. Admin- <br />istrator Wurl vilas requesting council's ap- <br />proval of the preliminary configuration so <br />that the City can take advantage of the <br />opportunity of the contractor to remove <br />the dirt and utilize it at the Superior <br />Interchange. The property has been staked <br />temporarily of the outer boundary. Storage <br />would be approximately 705 acre feet of water. <br />There was an error on the original staking <br />but the contractor has agreed to return the <br />top soil to the area within 300' of the <br />fence bordering the Hillsborough West sub- <br />division. <br /> <br />Juncilwoman Morris <br /> <br />Stated she felt the project was being done <br />backwards. A significant amount of dirt <br />had been excavted without Council's approval <br />for the expansion of Harper Lake. Saw it <br />as a significant problem for the residents <br />of Hillsborough West with all the dirt, mud, <br />etc. if the project should be long term. <br />Residents in the area had contacted her and <br />favored the idea of the reservoir for open <br />space for recreational purposes. <br />Administrator wfurl assured her this would be <br />a recreational area,and there would not be <br />a fence around Harper Reservoir. <br />Councilwoman Morris then inquired what a <br />pumping station involved. <br />Wurl advised this would require a low level <br />pump and operate a a minimal noise level. <br />Councilwoman Morris suggested that a visual <br />buffer be placed between the Hillsborough <br />West subdivision and the Harper Lake expansion. <br />Wurl advised the City owned the property and <br />council could develop such a plan. <br />Councilwoman requested more information on <br />the time frame and financing of the project. <br /> <br />Recreational Purposes at <br />Harper Lake <br /> <br />Pumping Station <br /> <br />Landscaping <br /> <br />Time Frame & Financing <br />
