<br />Time Frame on Project <br /> <br />APPROVAL OF PRELIMINARY SITE <br /> <br />Councilwoman Morris <br /> <br />3/1/83 <br /> <br />Page -13- <br /> <br />Councilwoman Morris then inquired what <br />would be done with the area already dug up <br />if the project does not take place. It <br />was her understanding that a portion of <br />the property was owned by Mr. Suitts and <br />he would have to refill the area. <br />Wurl advised that Borrow Area I would be just <br />an extension and part of Harper Lake, and <br />Borrow Area II will be a low area and hope- <br />fully will be Harper Reservoir. Area I <br />would be dedicated to the City in the future. <br />Bill Suitts and Craig Krueger have verbally <br />agreed to make the dedication. <br /> <br />Relative to the time frame, Administrator <br />Wurl advised hopefully the project would <br />be complete within an 18 months period. <br />This of course is contingent upon the <br />grant from the State. The project has <br />been approved by the State in terms of <br />design, use and standards. There is a <br />probability that the configuration of the <br />project could be smaller pending approval <br />of the State, unless council wishes to pro- <br />ceed with one of the options that will be <br />presented at the study session pertinent to <br />the financing. Further stated the City <br />would save $1.50 for every yard of dirt <br />removed from the area at an ultimate savings <br />of approximately $225,000.00. <br /> <br />Discussion by council of the property owners <br />involved; how the streets would tie in to <br />the project; assurance that there would be <br />mosquito and futile dust control as the pro- <br />ject progresses; restoring the area to its <br />natural state; and no less than a 300' buffer <br />be allowed between the Hillsborough West <br />park area and Harper Lake. <br /> <br />Mayor Meier moved, Councilman Ferrera seconded <br />that preliminary site approval be authorized <br />for the Harper Lake plan as presented. <br /> <br />Did not wish to be misintrepreted; was in <br />favor on the project - reiterated she still <br />felt that it was being done backwards. Felt <br />she needed much more information - would <br />vote no on the motion. <br />
