Councilman Leary Mayor Meier APPROVAL Councilwoman Morris BOULDER COUNTY REQUEST - URBAN DRAINAGE & FLOOD CON- TROL AUTHORIZATION TO REMAIN IN THE PROGRAM 3/1/83 Page -14- Inquired by approving this preliminary site, is it to essentially be just for~the removal of the dirt. Administrator vlurl verified that it was. Inquired if there was anyone present who wished to make any comments on the proposal. None. Question called for on the motion. 6 Ayes, 1 Nay. Councilwoman Morris opposing. Motion carried 6-1. Commented, even though she voted against the motion, appreciated the discussion by council and significant direction be- fore any further work is done on the project. Councilmembers had a copy of a memo from City Engineer Blanchard relative to this item. Administrator Wurl was requesting authorization for the City to remain in the district and the Boulder County Com- missioners be advised. City Engineer Blanchard advised staff wished to change the funding from 50/50 to 75/25 program. He advised that on the 50/50 basis the City would receive $309,000.00 for 1985 on a dollar for dollar basis; on the 75/25 basis the funding would be reduced to $180,000.00 for 1985. Discussion by council regarding the advan- tages of the 50/50 - 75/25 funding for the projects proposed for the City; whether matching funds would be available to parti- cipate in the 5 year plan. if so where would the revenue be derived. Suggestions were parks and recreation expansion fees, set up a drainage fee, or the general fund. Another issue discussed with the plan was how the other cities within Boulder County would impact the choice requested by our City. Lafayette, Broomfield and Louisville were the three cities requesting funding from the plan. Councilman Leary moved, Councilman Fauson seconded that the City of Louisville remain in the Boulder County/ Urban Drainage and Flood Control District. Question called for. All in favor. Motion carried unanimously.
