<br />~RSHALL LANDFILL - CONSIDER <br />ALTERNATIVES FOR REHEDIAL <br />ACTION <br /> <br />2/1/83 <br /> <br />Page -5- <br /> <br />Councilmen Leary and Cussen expressed a <br />desire to have information regarding the <br />financing of all the vehicles in the budget <br />whether it is advantageous to purchase on <br />a lease purchase basis, purchase outright, <br />pay as you go, etc. Suggested the feasibility <br />of this concept be incorporated in a 5 year <br />plan. <br />Administrator ~Turl advised this could be <br />done in the future; however the budget for <br />this year was based on lease-purchase fin- <br />ancing. <br /> <br />Question called for on the motion. All in <br />favor. Motion carried unanimously. <br /> <br />Councilmembers had a copy of the information <br />supplied by Boulder County regarding the <br />leachate problem at the Marshall landfillh <br />stating 4 alternatives as remedial action <br />to the problem. <br />Administrator Wurl advised during the meet- <br />ings with the County the first three alter- <br />natives were not in the best interest of <br />the City as a long term solution. One of <br />the major concerns were the estimates of the <br />various alternatives and how that would re- <br />late to the Commissioners' consideration <br />when the matter comes before them on February <br />7, 1983 at a hearing they have scheduled to <br />take testimony from interested parties. He <br />further advised, if the County were to accept <br />alternate #4 which is in the best interest <br />of our City, there would be a difference in <br />the cost of the project of $67,576.00. It <br />has been the City's position that the County, <br />or someone, should fund that difference. It <br />was his personal feeling that the whole matter <br />had become a problem not because of Louisville, <br />or the farmers, or anyone associated with <br />Marshall Lake, but because the County chose <br />to locate the landfill site at that location; <br />and for a long period of time have allowed <br />everything to be dumped at the site. There- <br />fore, the City should be treated the same <br />as all water share holders in Marshall Lake. <br />This is not the case - the County is not <br />looking for the farmers, i.e. for any funding. <br />They are willing to proceed and utilize the <br />money that was set aside to solve this prob- <br />
