They will <br />probably say that the City is getting some- <br />thing for nothing. Again stated the prob- <br />lem existed because the County allowed it <br />to happen. Therefore felt, certainly the <br />people who made money from the landfill <br />should be the ones that would pay to correct <br />the problem. Reiterated that the City of <br />Louisville, if in fact this were to go thru, <br />had been singled out of all the water rights <br />owners in Marshall Lake to fund anything. <br />Didn't feel this was a fair position. <br />Stated on the positive side felt that the <br />County Commissioners' attitude was going <br />to be to solve the problem once and for all, <br />long term. NeE~ded Council's official posi- <br />tion on the problem, which he would then <br />convey to Boulder County at the February 7, <br />1983 hearing. <br />Advised that although BFI's participation <br />appeared to be a gracious offer in reality <br />was their intention to utilize whatever <br />part of the Cotmty money they can convince <br />the County to use and they are hoping to be <br />rebated for any funding above that amount, <br />from future fees that are allocated to that <br />fund. Wurl felt that BFI's offer had good <br />intentions of solving the problem, but wished <br />to keep E.P.A. out of the situation as it <br />would more costly for them. <br /> <br />Discussion followed by council as to difference <br />in estimates submitted by our Engineers and <br />Boulder County Engineer, pipe sizing, length <br />of pipe for the project, Louisville only <br />participant in funding, and choice of alter- <br />natives. <br /> <br />ALTERNATIVE #4 TO BE <br />SUPPORTED <br /> <br />Councilman Ferrera moved, Councilman Fauson <br />seconded that City Admininstrator Wurl be <br />authorized to support Alternative #4 at the <br />Boulder County hearing of February 7, 198~, <br />as tthe City of Louisville's choice. <br />
