Councilman Leary AUTHORIZATION APPROVED ACCEPTANCE OF CITY ADMINIS- TRATOR' S REPORT COUNCIL COMMENTS Councilman Leary Criteria for Ward Lines 2/1/83 Page -8- They have a low interest rate and do not wish to pay the land off and have to re- finance. Whereas, if the City purchased the water shares outright this would happen. Wished to confirm that the City would not be paying any interest on the water shares and there were no other adjustments in the contract that essentially requires us to pay interest. Attorney Williamson, the water attorney, stated this was correct. He further advised that the total amount of the contract was 21.6 shares @ $6,000.00 per share - $129,600.00; $60,000.00 down and $69,600.00 payable at the end of 8 years, which amounted to $250.00 per share less than previous contracts. Question called for on the motion. All in favor. Motion carried unanimously. Councilman Fauson moved, Councilman Ferrera seconded that the City Administrator's re- port be accepted and placed on file. Question called for. All in favor. Motion carried. Inquired when councilmembers would receive the material for the Wednesday evening, 2/9/83 study session. Wurl advised on Friday. Suggested the following criteria for ward lines and wished input from other council- members on them. 1. Minimize the ward line changes. 2. Get as close as possible to even pop- ulation in each ward. 3. To look at future stability to avoid having to change the lines in 2 years. Discussion with Attorney Rautenstraus as to State Statues with regard to population figures. He advised that Case Law does not give a speci- fic number - over 10% difference were not permissible, and this was taken from Federal Constitutional Law. 4.
