<br />Councilman Leary <br /> <br />AUTHORIZATION APPROVED <br /> <br />ACCEPTANCE OF CITY ADMINIS- <br />TRATOR' S REPORT <br /> <br />COUNCIL COMMENTS <br />Councilman Leary <br /> <br />Criteria for Ward Lines <br /> <br />2/1/83 <br /> <br />Page -8- <br /> <br />They have a low interest rate and do not <br />wish to pay the land off and have to re- <br />finance. Whereas, if the City purchased <br />the water shares outright this would happen. <br /> <br />Wished to confirm that the City would not <br />be paying any interest on the water shares <br />and there were no other adjustments in the <br />contract that essentially requires us to <br />pay interest. <br />Attorney Williamson, the water attorney, <br />stated this was correct. He further advised <br />that the total amount of the contract was <br />21.6 shares @ $6,000.00 per share - $129,600.00; <br />$60,000.00 down and $69,600.00 payable at <br />the end of 8 years, which amounted to $250.00 <br />per share less than previous contracts. <br /> <br />Question called for on the motion. All in <br />favor. Motion carried unanimously. <br /> <br />Councilman Fauson moved, Councilman Ferrera <br />seconded that the City Administrator's re- <br />port be accepted and placed on file. Question <br />called for. All in favor. Motion carried. <br /> <br />Inquired when councilmembers would receive <br />the material for the Wednesday evening, 2/9/83 <br />study session. <br />Wurl advised on Friday. <br /> <br />Suggested the following criteria for ward <br />lines and wished input from other council- <br />members on them. <br />1. Minimize the ward line changes. <br />2. Get as close as possible to even pop- <br />ulation in each ward. <br />3. To look at future stability to avoid <br />having to change the lines in 2 years. <br />Discussion with Attorney Rautenstraus as to <br />State Statues with regard to population figures. <br />He advised that Case Law does not give a speci- <br />fic number - over 10% difference were not <br />permissible, and this was taken from Federal <br />Constitutional Law. <br />4. For discussion - exactly what should <br />a Ward be 7' <br />He thought the issue carnes down - should Wards <br />be heterogeneous or homogeneous; and the <br />
