<br />City Council <br />Meeting Minutes <br />March 17, 2009 <br />Page 4 of 7 <br /> <br />APPROVAL OF AWARD FOR lANDSCAPE MAINTENANCE SERVICES <br />CONTRACTS TO COCAl lANDSCAPE SERVICES, INC. AND AMERICAN <br />CIVil CONSTRUCTORS <br /> <br />Mayor Pro Tem Marsella requested a Staff presentation. <br /> <br />Parks & Recreation Director Stevens reported the Parks department evaluated <br />its landscape maintenance contracted services and decided to re-bid for 2009 <br />services. The City's maintenance duties and practices, with respect to customer <br />service, efficiency and quality of service provided were also evaluated. After <br />completing their evaluations, the department decided to modify the contracted <br />landscape maintenance services based on the following four conclusions: <br /> <br />1. In-house Staff has the capability to provide exceptional and timely overall <br />customer service to residents. <br />2. Quality of service could increase by incorporating unit pricing versus lump <br />sum. <br />3. More than one contractor may be recommended to promote quality and <br />offer some assurance for an expected level of maintenance <br />4. Additions and/or deletions of services could increase efficiency, quality <br />and safety awareness. <br /> <br />Staff redrafted the contract manual to incorporate the following changes: <br /> <br />· The bid document was divided into three regions of maintenance to allow <br />for the possibility of up to three different contractors. <br />· Contracted areas of maintenance were reassigned to focus on medians, <br />parkways, greenbelts and pocket parks. In-house Staff will focus on the <br />large neighborhood parks, which includes athletic fields. <br />· Irrigation services were eliminated. Fertilizations and aerations were <br />added to the contract manual. <br />· GIS mapping and square footage data was added. <br />· Pesticide applications were downsized to only allow for non-selective <br />spraying (Roundup). <br />· Exhibit documents such as: Special Conditions, Technical Specifications <br />and BMPs for expectations for Pesticides have been added and/or <br />modified to offer more concise direction and detailed expectations for the <br />contractors. <br /> <br />Staff recommended awarding CoCal Landscape with the North and Central <br />Regions for a total amount of $85,785.46, and American Civil Contractors for the <br />South Region for a total amount of $47,243.00. <br /> <br />COUNCIL COMMENTS <br />
