<br />City Council <br />Meeting Minutes <br />April 21,2009 <br />Page 3 of 8 <br /> <br />Mayor Sisk stated at the Planning Commission's April 15th meeting there was a <br />reference to Council's March 13tti meeting. City Attorney Light was asked to <br />review the recording of the Planning Commission's meeting and provide <br />clarification on the issue. <br /> <br />City Attorney Light explained the question related to the joint meeting between <br />the City Council and the Louisville Revitalization Commission, where RTD made <br />a presentation. Afterwards, City Council adopted a motion providing its input on <br />the preferred footprint on the station design and potential parking spaces. <br /> <br />The question raised was of the Planning Commission's role in the process of the <br />site of the rail station and should the Planning Commission have reviewed this <br />prior to the City Council's motion. Light clarified RTD was looking for the City's <br />input on the footprint of the project specifically for the environmental assessment <br />process, under the National Environmental Policy Act. This was not a land use <br />decision, Special Review Use or a zoning issue. Any land use process in the <br />Highway 42 area would come before the Planning Commission. <br /> <br />Councilor Muckle stated his understanding by choosing a footprint for the station <br />the City chose the land use for the area. He stated the area where parking was <br />designated is inconsistent with the land use and the Highway 42 zoning. <br /> <br />City Attorney Light explained the City Council's motion was for the purpose of <br />citing a preference for the environment assessment and not a land use issue. <br /> <br />Mayor Pro Tem Marsella thanked Public Works Director Phare and Western <br />Disposal representatives for hosting an open house on Thursday, April 16 at the <br />Recreation Center, and providing information on the single hauler program. <br /> <br />Mayor Sisk read the proclamation for Older American's Month and presented the <br />proclamation to Carol Purfurst. <br /> <br />Carol Purfurst, Senior Advisory Board Vice-President thanked Council on behalf <br />of the Board and the Louisville seniors for their recognition of senior citizens. <br /> <br />Larry Brassem, Senior Advisory Board member and Mayor Sisk recognized the <br />Senior Citizens Staff, Claudine Low, Selena Jaramillo and Katie Beasley. <br /> <br />CITY MANAGER'S REPORT <br /> <br />City Manager Fleming thanked the Public Works and Parks and Recreation Staff <br />for clearing the snow from City streets and sidewalks from last week's snow <br />storm. <br /> <br />REGULAR BUSINESS <br />
