<br />City Council <br />Meeting Minutes <br />April 21,2009 <br />Page 4 of 8 <br /> <br />DISCUSSION/DIRECTION/ACTION - APPROVAL OF PURCHASE ORDER- <br />MASS NOTIFICATION SYSTEM <br /> <br />Police Chief Goodman reviewed the history of the City's old early warning <br />system, which was installed approximately twenty years ago and removed eight <br />years ago after its deterioration. The Police Department proposes to purchase a <br />siren based emergency mass notification system to provide coverage to 95+% of <br />the City's residents. This is part of the county-wide emergency alert and <br />response system. The system also has public address capability, which may be <br />accessed locally and from the Communications Center. The Whelen WPS291 0 <br />siren system is more expensive than others, but it is omni-directional, which <br />means it transmits 360 degrees simultaneously, rather than the acoustical highs <br />and lows of the usual rotating sirens. The unit has an exceptional broadcast <br />pattern and three sirens will work as well as four of the conventional sirens. <br /> <br />The project did not go out to bid as AV-TECH Electronics, Inc is the primary <br />contractor for the outdoor emergency notification system throughout the country. <br />They have sold and serviced the system for Boulder County, Marshall, Eldorado <br />Springs Canyon, City of Boulder, Jamestown, Lyons, Superior, Erie and <br />Lafayette. The AV-TECH bid includes the sirens, all components, the solar <br />power system, poles, installation, and testing. The AV-TECH vendor is a <br />Louisville resident. The total price of the system is $109,041. <br /> <br />COUNCIL COMMENTS <br /> <br />Mayor Sisk had voiced concern over a single source bid, but was satisfied with <br />the decision after reviewing the justification. <br /> <br />MOTION: Councilor Muckle moved to approve the purchase order for a single <br />source bid for a mass notification system, to AV-TECH Electronics, for an <br />amount not to exceed $109,041. Councilor Dalton seconded the motion. Roll call <br />vote was taken. The motion carried by a vote of 7-0. <br /> <br />ORDINANCE No. 1548, SERIES 2009 - AN ORDINANCE AUTHORIZING THE <br />SALE AND CONVEYANCE OF A 1.22 ACRE PARCEL OWNED BY THE CITY <br />OF LOUISVILLE AND KNOWN AS THE DAMY ANOVICH HOMESTEAD <br />PARCEL. PUBLIC HEARING <br /> <br />Mayor Sisk requested a City Attorney introduction. <br /> <br />City Attorney Light read Ordinance No. 1548, Series 2009. <br /> <br />Mayor Sisk opened the public hearing and requested a Staff presentation. <br />
