<br />CITY ATTORNEY'S REPORT <br />ORDINANCE #717 - STAGGERED <br />TERMS CITY COUNCIL - 1ST <br />READING <br /> <br />Councilman DelPizzo <br /> <br />Councilman Carnival <br /> <br />PUBLICATION OF ORD. #717 <br /> <br />ORDINANCE # 718 UPDATING <br />LOUISVILLE MUNICIPAL CODE, <br />TITLES 1 THRU 9 - 1ST <br />READING <br /> <br />Councilman DelPizzo <br /> <br />4/21/81 <br /> <br />Page - 3 - <br /> <br />Attorney Joss read the ordinance by title <br />only. <br />He then advised Council, if approved by them, <br />this ordinance would allow the offices of Hayor, <br />City Cle:rk and Cit-j Treasurer to be elected for <br />a term of four years. The staggered election <br />for members of council would be initiated <br />on November 3, 1981 whereby the highest <br />vote getters in each ward would be elected <br />for four years, the second highest for two <br />years. He further stated the reason for <br />bringing the ordinance before Council at <br />this time was because State Statues require <br />that if Council wished to make this change <br />it must be done 6 months prior to the elec- <br />tion. This date was the last meeting it <br />could be presented for first reading and <br />the May 5, 1981 meeting would be the last <br />meeting for second reading for it to be- <br />come effective in November. <br /> <br />Was of the opinion this question was on <br />the ballot previously and the people had <br />turned it down. Mr. Wurl advised that <br />to his knowledge it was not, the question <br />placed on the ballot two years ago was <br />to have the City Treasurer and City Clerk <br />appointive positions and this was defeated. <br /> <br />Supported the ordinance and it was his <br />opinion that it provided a transition <br />of polici.es and ideas of the present council <br />actions. <br /> <br />Councilman DelPizzo moved that Ordinance <br />#717 - Staggered Terms for the l'1embers <br />of City Council be put out for publication. <br />Seconded by Councilman Carnival. Question <br />called for. 4 Ayes - Councilman Meier Nay. <br />Motion carried 4-1. <br /> <br />Each member of Council had a copy of the <br />ordinance before them along with a copy <br />of a memo from Attorney Joss explaining <br />the changes. <br /> <br />Referred to page 16 - section 8.40.040 <br />Siezure of Fireworks and stated it should <br />be deleted from the ordinance. <br />
