Davidson called for the applicant's presentation.

Jack Rudd, project architect, stated that they held two public hearings with the neighbors, had site
meetings, and met one-on-one with neighbors. He reviewed the neighbors concerns, how they were
met, and the project in general. He pointed om that Neodata is a good neighbor by maintaining their
landscaping well and shutting off their parking lot lights 10 p.m.

Rich Johnston, Corporate Building Services Manager for Neodata, 833 West South Boulder Road,
Louisville, Colorado, addressed the conditions on Resolution No. 14. Concerning the noise
reduction on the auxiliary power generator, they felt the generator met the noise ordinance.
Concerning the hours of test operating the auxiliary power generator, they are currently
testing/maintaining the generator for 20 minutes/week on Sunday at 2 p.m. On parking lot lighting,
they will continue to maintain their current lights-om policy of perimeter lights going out at 10 p.m.
Total lights out puts their employees safety at risk and the security of the facility. He pointed out
that they are not comfortable putting a number on a PUD stating the number of employees on-site
during non-regular business hours (7 p.m. - 6 a.m.). He stated that second shift operation is always
a skeleton crew.

Davidson called for public comments.

Casey Byers, 795 West Birch Court, Louisville, Colorado, addressed the non-regular business hours,
7 p.m. - 6 a.m., and number of staff that would be on site during that time. He wanted a restriction
on the hours and number of employees on-site to keep the noise, light, and traffic discipline minimal.

Davidson called for Council comments and questions.

Lathrop asked if Neodata had received any complaints over the last several years.

Johnston stated that they had not received any complaints to his knowledge, except when the parking
lot lights timer failed and a few minor incidences.

Levihn's concern was with the night lighting. He also had a problem with putting the number of
night employees on the PUD.

Mayer asked how many trips per day there were in and out of the facility.

Johnston stated that currently at peak hours 177 trips are generated. The expansion projects an
additional 106 at peak.

Mayer asked if a traffic light would be needed there, who would pay for the light. If one is
warranted, he felt the City should not be responsible for that.

4
