Planning Commission <br />Meeting Minutes <br />August 11, 2022 <br />Page 4 of 10 <br />Brauneis mentions that this is an out lot and there are two on this property. For that <br />reason, parking in this area is not an issue. <br />Hoefner is supportive of this and does not see the need for conditions. <br />Howe thinks this is a creative use and supports the nine month extension. He thinks <br />lighting is necessary for walking visibility and good signage to direct walking paths. <br />Brauneis asks what governs live music. <br />Ritchie says it is the city's noise ordinance. <br />Brauneis says the condition is unnecessary since they still have to adhere to the city's <br />noise ordinance. <br />Zuccaro mentions that there is no specific time for downtown in regards to the city's <br />noise ordinance. That is usually tied to an SRU. If the commission wants live music until <br />10pm, a condition should be made with the approval. <br />Diehl says he is comfortable without a condition since this is a nine month trial. <br />Howe moves and Hoefner seconds the motion to recommend approval of Resolution <br />12, Series 2022. Motion passes unanimously by a roll call vote. <br />B. Preliminary and Final Plat — Redtail Ridge: To consider the Redtail Ridge Filing <br />No. 1 Preliminary and Final Subdivision Plat for a 389.10 acre property, located <br />northwest of US 36 and Northwest Parkway and Southeast of S 88t" Street and Campus <br />Drive (Resolution 13, Series 2022.) <br />• Applicant: Sterling Bay <br />• Case Planner: Rob Zuccaro, Director of Planning and Building Safety <br />All notice was met as required. Commissioner Dietrich recuses himself from <br />participating in this agenda item. Commissioner Krantz discloses that she participated in <br />the referendum election for the General Development Plan Amendment. Commissioner <br />Moline discloses that he is an employee of Boulder County Parks and Open Space <br />Department. <br />Staff Presentation: <br />Zuccaro begins his presentation by discussing the background. He shows an aerial <br />image of the property and reviews the 2010 approval of the ConocoPhillips GDP, <br />preliminary PUD, and Plat. He explains that it establishes lots, blocks and tracts of land <br />for development. It also establishes rights of way, easements, and includes public <br />purpose land dedications. There will also be a Subdivision Improvement Agreement for <br />installation of public infrastructure such as roads, water, and sewer. <br />The following is the proposed phasing of the project: <br />• First Phase <br />• Campus Drive <br />• Sorrel Ave <br />• Portion of Rockcress Dr <br />• All Trails <br />• Water and Sewer Mains <br />• Sewer Lift Station <br />• Off -Site Road Improvements <br />• Drainage <br />• Future Phases <br />
