Planning Commission <br />Meeting Minutes <br />August 11, 2022 <br />Page 5 of 10 <br />• Completion of Rockcress Dr <br />• Sewer Plant Expansion <br />• Drainage <br />In regards to the public land dedication, the code requires a minimum of 12%, 80 of the <br />390 acres are exempt, but the minimum requires that 37.1 acres be dedicated. They are <br />proposing 155.3 acres be dedicated and have Open Space Advisory Board (OSAB) and <br />Parks and Public Landscaping Advisory Board (PPLAB) support. Speaking on the road <br />and trail plan, all streets will include multi -use paths and on -street buffered bike lanes. <br />There will be soft and hard surface trail networks, two Campus Drive underpasses, and <br />a US 36 bikeway to the Rock Creek Trail connection. The ROW landscaping will be <br />maintained by the Metro District while the City will maintain the trails, sidewalks, and <br />roads. <br />Zuccaro reviews the traffic analysis. This analysis has an updated development area <br />and modeled uses, evaluates the road network capacity, explains that there will be less <br />building area but more traffic due to the change in use, and recommends road <br />improvements to maintain acceptable levels of service. <br />Brauneis says regarding who pays for what and when, the applicant does not have to <br />deal with the Highway 36 improvements, correct? <br />Zuccaro says that is correct. <br />Krantz asks if staff can discuss possible dates for when these improvements will be in <br />play. <br />Zuccaro says the traffic study for the interchange would need to be updated in the <br />2027-2028 time frame. The Northwest Expressway would need to be addressed in the <br />2027-2035 time frame. <br />He discusses the right-of-way requirements for Northwest Parkway Authority, North <br />Metro Fire Rescue, and Boulder Valley School District. He mentions the various <br />transportation demands for this project and how staff is recommending an updated plan <br />with funding from the Metro District. Some possible transportation programs are as <br />follows: EcoPasses, hire a Transportation Demand Management (TDM) coordinator, a <br />carpool/vanpool program, local shuttles to RTD stations, and bicycle commute <br />amenities. He informs the commissioners the plans for grading, drainage, and utilities, <br />mentioning that the Waste Water Treatment Plant will require an expansion at future <br />development stages. <br />He concludes his presentation going over the approval criteria for the preliminary and <br />final plat review. <br />LMC Sec. 16.12.075 Approval Criteria <br />1. Whether the plat conforms to all of the requirements of this title; <br />a. Reviewed by Public Works, Parks, Recreation and Open Space, Police, <br />Fire, and Utilities and Referral Agencies. Staff finds the plat conditionally <br />complies with the standards within Title 16, Subdivisions. <br />2. Whether approval of the plat will be consistent with the city's comprehensive <br />plan, applicable zoning requirements, and other applicable federal, state and city <br />laws; <br />
