Parks & Public Landscaping Advisory Board
Minutes
DATE
Staff Report
Abby introduced Byron Weber, newly hired Projects Manager for Parks,
Recreation & Open Space. Byron has been on the job for one month! Works
with Adam, focusing on coordination of projects and management of priorities.
PPLAB Work Plan review, so far, PLAB has touched on almost all of the "asks."
We are getting some stuff done!
City Council meeting approved their annual work plan, includes upgrading
council relationships with advisory boards, establishing a positive working
relationship with AB's (all 14 of them), see Jan 14th Council recorded meeting,
Sustainability and EDI are top items.
Abby passed along "Thanks" to PPLAB members for park sign inventory and
assessment. The top four signs ready for renovation/replacement are Annette
Brand, Pirates, Lawrence Enrietto, and Centennial park. These signs are in
desperate shape. Staff expects to find a few more in need of replacement.
There is still time for some updates.
Our application is fully complete with for Bee City USA affiliation! We are looking
to the Bee City Committee for recommendations on sign placement, education
outreach, pollinator gardens, etc.
Adam says 2024 planning for new Louisville Master Plan is underway. PPLAB
and OSAB to recommend for passing on to City Council.
Board Reports
Dog Park
Susan and Patricia volunteers with OSAB Dog Park Tiger Team, handed out
memo describing potential new dog park locations. Louisville currently has two
dog parks, the Davidson Mesa is administered under Open Space, the
Community Dog Park is administered under Parks. OSAB wants to relieve
pressure on Davidson Mesa dog park because it is located on Open Space, and
not consistent with Open Space use guidelines. In spite of this use conflict, there
are no plans to close the Davidson Mesa Dog Park. The Tiger team was tasked
with finding new possible locations for Dog Park(s) that are accessible to
residents and on city property. Recommendations of 2018 Dog Park Tiger Team
on criteria for locations of other City Dog Parks were used for first pass review of
City properties. Several locations seem promising, but further research,
including possible community surveys are needed.
Promising locations include Cottonwood Park Church property, a lot of acreage
there, some of which could become soccer fields. Site is accessible, walkable for
nearby neighborhoods, close enough to Davidson Mesa to have an impact on
usage. Cynthia noted that Cottonwood park may not be a great spot for dog
park, soccer fields OK for sure.
Another area is at Via Appia and Centennial Way intersection, west of McCaslin,
currently zoned commercial, but undeveloped for long time.
PPLAB member noted possibility that a dog park could be integrated with Sports
Park.
