February 15, 1977
Minutes - page 4

CIRCULATION PLAN
CONTINUED

He stated that the Planning Commission requested
that the importance of South 96th Street and
U.S. 36 interchange be stressed as relates to
our land use and transportation planning.
Councilman DiLorenzo moved that the letter from
the City be approved and sent to the County on
the City's comments regarding the Boulder
County Circulation Plan. Seconded by
Councilman Domenico. Motion carried.

AFFIRMATIVE ACTION
PROGRAM

Mr. Drumm stated that he felt the EEOj
Affirmative Action Program should be adopted
by the City. He stated that he did not know
of any specific guidelines that have been
established so the City has taken examples
and modified them to fit our situation. He
stated that the critical element is that the
City is an equal opportunity employment pro-
gram. It does not state in the plan that they
will accept a certain percentage of any
group; everyone will be considered equally.
Mr. Wurl noted that no action had to be taken
at this time; however, the staff would welcome
any comments or suggestions.

Councilman DelPizzo stated that he was not in
favor of the plans.

Mr. Wurl stated that the plan does not state
that a certain amount of minorities had to
be hired and that the officer can be anyone
who is designated.

L.H.A. SENIOR
CITIZEN HOUSING

Mr. Steve Anderson stated that the project will
be tax exempt and that the City needs a
Cooperation of Agreement to go into the second
application to FHA which states that the City
is aware of the law.
Councilman McDonald moved that the Mayor be
authorized to sign the Cooperation of Agree-
ment document pertaining to the tax exempt
statute. Seconded by Councilman DiCarlo.
All in favor. Motion carried.

Mr. Anderson stated that the first part of the
material is the original contract between the
Housing Authority and the City of Louisville.
George Clayton & Assoc. are architects for
the project; and the Housing Authority has
had several meeting with them on the plans
of the project. He stated that there were some
items changed in the original agreement.
