<br />POLICE COMMITTEE MEETING <br />cont'd <br /> <br />ACCEPTANCE OF POLICE <br />OFFICER - DAVE SMITH <br /> <br />Mr. Morris elaborated on the letter stating <br />that the statutes now read that the authority <br />of appointment can be delegated instead of <br />Council appointing as presently done. <br />Attorney Morris also stated that the City <br />Ordinance now states that the appointing <br />will be done by Council, and that if Council <br />wishes to delegate the authority to others, <br />he felt the City ordinance should be amended <br />accordingly. Attorney Morris also stated <br />that the ordinance could remain the same <br />and still comply with the State Statutes. <br />Mr. Wurl recommended that the appointment <br />be delegated to department heads because he <br />felt that if a person is appointed by <br />Council then the department head should <br />not be held responsible for the employee. <br />After discussion Councilwoman Dhieux moved <br />that the City Attorney draw up an ordinance <br />to conform with the state law on the se- <br />lection of police officers for the City. <br />Seconded by Councilman Domenico. Roll call. <br />Domenico yes, Berry no, Dhieux yes, DelPizzo <br />no, DiCarlo no. Motion defeated. <br />Councilman DiCarlo requested that Council <br />and City staff review the procedure now in <br />force and plan a work session. <br />Mr. Wurl stated that the staff would work <br />up a recommendation and present it to Coun- <br />cil for discussion. <br /> <br />Chief Munger presented Council with three <br />applications to fill the vacancy by Officer <br />Robert Nelson. The qualifications of each <br />applicant were presented to Council along <br />with Chief Munger recommendation to appoint <br />David Smith to fill the vacancy. The other <br />two choices were: D. Britt Wurl and Gordon <br />Madonna. Council asked Chief Munger about <br />Mr. Smiths schooling. Chief Munger stated <br />that Mr. Smith was attending Metro State <br />College study law enforcement. After dis- <br />cussion, Councilwoman Dhieux moved that <br />Dave Smith to hired to fill the vacancy in <br />the Police force. Seconded by Councilman <br />DiCarlo. Roll call. Domenico yes, Berry <br />yes, Dhieux yes, DelPizzo yes, DiCarlo no. <br />Motion carried. Officer Smith will be pre- <br />sented to Council at the October 21, meeting. <br />Officer SMith will begin work effective <br />October 10, 1975, starting salary $640/month. <br /> <br />5. <br />
