<br />TOLLEFSON ESTI}~TE <br /> <br />Councilman Jensen moved that Tollefson Con- <br />struction Co, be paid $11,000.00 (Invoice #1284) <br />on the swimming pool. Seconded by Councilman <br />King. Roll call vote - Domenico yes, Scholl yes, <br />Donovan yes, Jensen yes, King yes, Deborski yes. <br />Motion carried. <br /> <br />PENNER ESTIMATE <br />SHOP BUILDING <br /> <br />City Administrator Hurl advised that the shop <br />building footings and walls, and erection of <br />building had been completed. <br />Councilman King moved that Council authorize <br />payment to Penner Construction Co. in the amount <br />of $13,165.00 for the removal and erection of <br />the metal building on concrete footings. Seconded <br />by Councilman Deborski. Deborski yes, King yes, <br />Jensen yes, Donovan yes, Scholl yes, Domenico yes. <br />Hotion carried. <br /> <br />COUNCIL COMMENTS <br /> <br />Steinbaugh lot <br /> <br />Hayor Caranci inquired when the Steinbaugh lot <br />'would be completed. City Administrator~Jurl re- <br />ported there has been a slight hold~up due to <br />two things. ,^!e are trying to get a free track <br />loader from the County and clean out the con- <br />crete dock. <br /> <br />Personnel <br /> <br />Councilman Deborski inquired when a budget has <br />beE~n approved does that give the City Administrator <br />and/or department heads the right to hire and <br />:fire people without Council's concurrence. He <br />further stated it was of his opinion that once <br />Council approves a budget - the manpower budget, <br />Council still retains the right to agree to hire <br />additional personnel as the time deems it necessary. <br />He also felt that there was a lack of communica- <br />tions between the Department heads and/or City <br />Administator in letting Council know when per- <br />sonnel are hired or fired. <br />Councilman Donovan remarked that if the personnel <br />policy is adhered to as set by Council, there <br />should be no question. <br />Councilman Jensen commented he thought that when <br />new departments aye formed and new department <br />heads hired Council should have concurrence. <br />Hm"ever for routine employees, the City Administra- <br />tor should have full authority to handle the sit- <br />uation. The only exception is the Police Dept. <br />'f,There our City Ordinance requires the appointment <br />of any officer requires the ratification of City <br />Council. <br /> <br />Page - 4 - <br />
