Lathrop stated that the portico needed to accommodate more than one vehicle.
Howard moved that Council approve Resolution No. 32, Series 1997, Final PUD Development Plan
for Balfour Retirement Community, seconded by Keany. Roll call was taken. Motion passed by a
7- Ovote.
RESOLUTION NO. 33, SERIES 1997 FINAL PUD DEVELOPMENT PLAN FOR PARCEL
L-1
Sisk and Lathrop asked to be excused due to a conflict of interest.
Davidson excused Sisk and Lathrop from Resolution No. 33.
Paul Wood, Planning Director, stated that this is for Lots 1 and 2 of Parcel L. Several changes had
been made to address Planning Commissions concerns regarding site access, internal circulation,
setbacks, and parking lot screening. Resolution No. 33 had eight conditions with the first five having
outstanding issues relative to the Planning Commission action. Six, seven, and eight reflected
conditions that staff felt had been verbally committed to, but needed to be documented.
Davidson called for the applicant's presentation.
Walter A. Koelbel, Jr., President of Koelbel and Company, 529.1 Yale Circle, Denver, Colorado
80222, reviewed the project.
b
Cliff Bosley, Marketing Officer and Assistant Race Director of the Boulder Boulder for the Bank of
Boulder, reviewed the philosophy of the bank as being very customer and community oriented.
Donald Slack, 2935 E. Prince, Suite 102, Englewood, Colorado 80111, gave a brief description of
the Rite -Aid building.
Marcus DesPlantes, Knudson Gloss Architects, 951 Grant Place, Boulder, Colorado, gave a brief
description of the Bank of Boulder building.
Davidson called for Council comments or questions.
Mayer preferred the 25' height for the flag pole. He felt condition No. 5 could be dropped. He felt
the compromise on shrubs was reasonable.
Keany preferred the 25' pole height. He did not like the extra drive -thru lane. On the pedestrian
access from Rite -Aid to Eagle, he saw three crosswalks and he wanted four. He asked Wood to
designate this. He did not like the alternative drive -thru plan, he preferred the original plan.
10
