11/3/82 Page -17- <br /> waa informed by the State would be adminis- <br /> tering $7,000, 000 of Federal funds in the <br /> 1983 program and discussion revealed that the <br /> LDC could qualify for some of that money as <br /> matching funds. In order to do this they must <br /> submit a rationale and narrative, also a for- <br /> mat reixammdledby the State. He presented <br /> Mayor and Council with the narrative which <br /> muse be submitted over the Mayor' s signature <br /> certifying that they have certified it meets <br /> the requirements of the State . These must <br /> be submitted by November 15 , 1982 . A public <br /> hearing had been scheduled tomorrow morning <br /> to address any public comments at that time. <br /> Administrator Wur1 Advised from a staff level they supported <br /> the concept as presented; however when appli- <br /> cations of this type are submitted a priority <br /> must be established. <br /> Director Rupp advised that the LDC application <br /> was not included to the Federal funding because <br /> there were a number of requirements that had to <br /> be fulfilled before November 1, 1982. There- <br /> fore the City' s project was the priority. <br /> 1983 money if filed under the State of Colorado <br /> and the City's application has not yet been <br /> submitted. :however, the City' s application <br /> has to go in conjunction with LDC' s, but the <br /> City will have to place on it a priority. <br /> Wuri commented if the 1982 money is not funded, <br /> the same application would go in for 1983 money. <br /> Wurl advised his concern was that when a large <br /> grant is applied for , along with a smaller one, <br /> those decision makers can say they can pacify <br /> Louisville with the smaller amount. <br /> Motion that City Grant be Councilman Leary moved, Councilman Cussen <br /> Priority seconded that the City Grant application be <br /> given priority over the LDC application. <br /> Councilman Fauson Commented since he was a member of the LDC <br /> felt this may be a conflict of interest and <br /> would not vote on this issue. with Council' s <br /> permission. <br /> Question called for. Motion carried 5--0. <br /> Fauson not voting. <br /> I.CCEPTANCE OF THE CITY ADMIN- Councilman Fauson moved, Councilwoman Morris <br /> :STRATOR'S REPORT seconded that the City Administrator' s report <br /> be accepted and placed on file , Question <br /> called for. All in favor. Motion carried. <br />
