11/3/82 Page -17- waa informed by the State would be adminis- tering $7,000, 000 of Federal funds in the 1983 program and discussion revealed that the LDC could qualify for some of that money as matching funds. In order to do this they must submit a rationale and narrative, also a for- mat reixammdledby the State. He presented Mayor and Council with the narrative which muse be submitted over the Mayor' s signature certifying that they have certified it meets the requirements of the State . These must be submitted by November 15 , 1982 . A public hearing had been scheduled tomorrow morning to address any public comments at that time. Administrator Wur1 Advised from a staff level they supported the concept as presented; however when appli- cations of this type are submitted a priority must be established. Director Rupp advised that the LDC application was not included to the Federal funding because there were a number of requirements that had to be fulfilled before November 1, 1982. There- fore the City' s project was the priority. 1983 money if filed under the State of Colorado and the City's application has not yet been submitted. :however, the City' s application has to go in conjunction with LDC' s, but the City will have to place on it a priority. Wuri commented if the 1982 money is not funded, the same application would go in for 1983 money. Wurl advised his concern was that when a large grant is applied for , along with a smaller one, those decision makers can say they can pacify Louisville with the smaller amount. Motion that City Grant be Councilman Leary moved, Councilman Cussen Priority seconded that the City Grant application be given priority over the LDC application. Councilman Fauson Commented since he was a member of the LDC felt this may be a conflict of interest and would not vote on this issue. with Council' s permission. Question called for. Motion carried 5--0. Fauson not voting. I.CCEPTANCE OF THE CITY ADMIN- Councilman Fauson moved, Councilwoman Morris :STRATOR'S REPORT seconded that the City Administrator' s report be accepted and placed on file , Question called for. All in favor. Motion carried.
