He than went through each line <br /> item with Council. He also stated that there <br /> should be further discussion by Council on <br /> financing measures for the future on capital <br /> improvements. <br /> Administrator Wurl Stated there were some flexibilities in the <br /> Possible Alternatives plan, i.e. the Marshall sluece gate could <br /> be deferred for 1-2 years. PRICO will be <br /> funding one-half and the City for the other <br /> half. Hs also suggested that Council take <br /> a look at Louisville Reservoir in terms of <br /> the engineering, which may have to be deferred <br /> one year because of the pace of Harper Lake. <br /> It has to track Harper Lake. Speaking to <br /> water rights he suggested that these be re- <br /> viewed with Water Attorney Williamson to see <br /> what is available and there may be some flexi- <br /> bility in this expenditure. Another option <br /> would be bond funding. Another source would <br /> be to solicit developers to up-front water <br /> tap fees. Another possibility would be to <br /> increase tap fees. <br />
