• • <br /> 7/19/84 Page -11- <br /> Councilman Luce Referring to the upfront tap fees inquired <br /> if the trade off would be the City have <br /> revenues in hand for a certain number of <br /> taps and then be able to commit those revenues <br /> to projects such as this, not only to get <br /> the water problem resolved but also to guarantee <br /> the developers buying permits at today* prices. <br /> Mr. Merl advised yes the City has that advantage <br /> and on the plus side what you build today you <br /> build at todays prices and beat the inflation. <br /> Therefore we shouldn't lose anything in terms <br /> of dollars over the years by selling the tap <br /> fess early. <br /> Councilman Leary Remarked he did not feel a decision should <br /> be made this evening as there was obviously <br /> more information and certain negotiations <br /> that are going to have to take place. There- <br /> fore, he suggested a special meeting be <br /> scheduled for next week after Council has <br /> further discussion as to what we think needs <br /> to be accomplished. <br /> Director Basch stated that before the suggested <br /> special meeting, his department would prepare <br /> a draft of an operational budget for 1985. <br /> Felt this information would be helpful for <br /> Council in making a decision as well. <br /> Councilman Leary Stated some of the isuses that he thought <br /> needed to be discussed between staff and <br /> various parties involved are how we, jointly, <br /> can come up with a proposal for making this <br /> project feasible. Feelt that the information <br /> Council lurs'right Hari,. it wax not feasible. <br /> Suggested some different senarios be worked out; <br /> Homart paying for everything. Mr Leery <br /> stated that he was fairly convinced that the <br /> City could get through next summer without <br /> the fast track project. He was not certain <br /> that there would not be pressure problems <br /> forever until the Howard Berry plant is <br /> constructed. Them are costs such as the <br /> $200,000 more it is going to coat to do this <br /> plant in phases; the 6% more for fast tracking <br /> it; the costs the City will have to bear in <br /> operating costs that are new. Also we don't <br /> know the extra costs because it is being Con- <br /> structed in winter time. He felt that we <br /> were going to have to look at every equitable <br /> way of assigning these extra costs end didn't <br /> feel the City should bear those necessarily. <br />
