•
7/19/84 Page -2-
Road improvements this year. Columbia Savings'
position was that they would make the funds
available immediately, if Columbine Names
can secure assurances of adequate building
permits as outlined in the subdivision agree-
ment dated September 6, 1983. Also Columbia's
position was simple and straightforward, they
cannot fund a development loan if Columbine
cannot sell, build and close homes. For
the remainder of 1984 they were requesting
Certificates of Occupancy and taps for the
following:November, 1984 10
December, ,1984 10
Certificates of Occupancy for 1985
January 12
February 10
March 5
April 12
May 12
June 12
July 12
Mr. Brishehan stated that Columbine Homes
would place its own moratorium on any land-
scaping, sodding or seeding on all the above
mentioned homes, until the City is satisfied
that the water shortage has been eliminated,
or October, 1985 whichever occurs sooner.
Mr. Brisnehan proposed the following Council
action to resolve this situation to the
satisfaction of the City of Louisville,
Columbia Savings and Loan Association, as
well as Columbine Homes.
1. Authorize the fast tract design and con-
struction of the Howard Berry Water Plant
as proposed by Hoinart.
2. Remove the moratorium on 1984 building
permits, with the condition that the units
will not be occupied until October 1, 1984.
3. Allow 1985 permits to be issued next year
with the condition that no landscaping will
be permitted until the City has determined
that the water supply problem has been corrected,
or until October 1, 1985.
Councilman Luce Stated our primary problem is one of safety.
It was his opinion that if Columbine Homes
had a problem with their lending instituion
that perhaps they should obtain the services
of another. He felt that water was a secondary
issue in this matter; it was a problem of in-
gress and egress from the subdivision onto
South Boulder Road.
•
