(H) The TABOR Notices shall be addressed to "Ail Registered Voters" at each address of <br />one or more active registered electors of the City and shall be mailed on or before October 5, 2001. <br />Nothing herein shall preclude the County Clerk from sending the TABOR Notice or TABOR Notice <br />Booklet to persons other than electors of the City if such sending arises from the County Clerk's <br />efforts to mail the TABOR Notice Booklet at "least cost." <br /> <br />(I) Provide for the security of unissued, voted returned, and unvoted returned ballots. <br /> <br /> (J) Provide adequate training, forms, and logs to track the ballot inventory for <br />absentee/mail, replacement, test, and duplication ballots. <br /> <br /> (K) The Clerk shall appoint, train, and pay an appropriate number ofjudges to receive and <br />process the voted ballots as they are returned by theU.S. Post Officb or are hand delivered to the <br />designated voted ballot return sites; and to receive and process unvoted ballots returned to the office <br />by the U.S. Post Office. The processing shall include the date Stamping o fall ballots received (both <br />voted and unvoted) on the date they are returned; the counting of the number of ballots returned each <br />day; and the batching, by category and date and the recording of the above on a daily log. The Clerk <br />shall train, provide written materials to, and pay the appointed judges. <br /> <br /> (L) After receiving and accounting procedures have been performed, the ballots shall be <br />placed in a safe, secure place until the counting of the ballots. <br /> <br /> (M) To create, upon request by the City, as quickly after the closure of the registration <br />books as possible, a listing of the registered voters containing the names and addresses of each <br />elector registered to vote in the City. The cost of the listing to be charged at the rate of $30 setup fee <br />and $.05 per page (17 names per page), or a CD-Rom of the file at $50. <br /> <br /> (N) To create a file of all ACTIVE registered electors for submission to the vendor <br />responsible for printing, preparing, addressing, and mailing the official ballots and submit the file to <br />the chosen vendor on or before the twenty-fifth day prior to the election. The file of ACTIVE <br />registered electors shall contain the names and addresses of electors residing within the City of <br />Louisville who have registered to vote on or before October 8, 2001 (1-2-201). The printing; <br />preparation of the ballots for mailing; and the mailing of the ballots shall be performed by the <br />selected vendor at a rate specified in the performance contract with Boulder County. <br /> <br /> (0) To certify the number of registered voters, residing within the City on or before <br />October 7, 2001, who have registered to vote from their residence address within the City on or <br />before October 8, 2001. Per 31-10-205 of the Colorado CRS, the certification shall be given to the <br />City on or before November 1, 2001. <br /> <br /> (P) To charge the City for all staff time in preparing for and carrying out the pre-election <br />day activities at each staff member's hourly rate, or overtime rate as the circumstance indicates. <br />When appropriate, the costs will be shared with other jurisdictions participating in the election. <br /> <br /> <br />
