Plant. This is essentially the first step to
launching the project, the other critical points
through the project such as identifying financing;
securing financing; awarding construction bids,
etc. With the time line identified, which calls
for this plan to be constructed and turned over to
the City by March of '93, it is pretty important
that we get launched immediately with the
preliminary design work. This contract authorizes
not only design, but also construction management.
with this project we will see that the City
continues to meet their ever-increasing water
demand with the '93 date. It is impractical to
target for '92 our projections are that we don't
need it before '92, but from my monitoring of
billing permits I don't feel comfortable going
much past '93. It is a good time line we have and
a good contract and it also a necessary project.
Davidson: On page 20, sentence (a) , where we talk about raw
water flow controls and metering system with
related control and monitoring apparatus. Since
at our current water plant we have problems with
low flow, being able to control that low flow
automatically, does this section include design
for variable flow?
Ph are: This section to me pertains to controlling the
water out of Marshall Lake. By metering that same
water to measure how much we use. There is a
different section, chemical feed systems, under
(n) you'll see chemical storage, handling and feed
systems building and other sections on chemical
feed equipment. That is where you get into the
pacing equipment that is used to feed the right
chemical dosages in the treatment process.
Howard: Could this document be spell checked for spelling
errors on 20a, that may change it as a legal
document.
Ph are: We will check those out before we put it into
legal form.
Davidson: Is that issue covered in the contract?
Ph are: My answer is that we can't have a proper water
plant without having the issue covered. I can't
tell you how it will be covered, because I am not
intimately familiar with the technology that is
available.
Davidson: I don't mean specifics, I mean we are talking
about all the various things they are going to do
17
