The purpose of utility <br />coordination is to touch upon utility that are <br />necessary and important to the subdivision but <br />aren't public utilities. <br /> <br />Davidson: Is there anyway we can have a closer watch on the <br />installation of Cable TV? <br /> <br />Franklin: I think the developer would prefer to have the <br />cable in when everything is being installed, but, <br />no, there isn't. <br /> <br />Mayor Fauson: It was my understanding when the franchise came in <br />we could not dictate to those people or regulate <br />how Cable TV is to be installed. <br /> <br />Carnival moved to adopt the Revised Standard Subdivision <br />Agreement and add the additional changes to the Subdivision <br />Agreement, seconded by Mayor Fauson. By roll call motion passed <br />6-1 with Davidson voting no. <br /> <br />DISCUSSION/DIRECTION RESTAURANT INCENTIVE PROGRAM COUNCILMAN <br />KEVIN HOWARD <br /> <br />Howard: Mr. Beary gave us a report of contributions and <br />expenditures. I believe what he will say is <br />reason for Mr. Howard to attempt a Restaurant <br />Incentive Program is because of Joe Colacci who <br />owns the Blue Parrot; he gave $45.00 to my <br />campaign. I believe he is the fourth highest <br />person out of six who gave over $25.00. To say <br />that a $45.00 contribution is why Kevin Howard is <br />willing to give $1,000.00 of his own money is a <br />little strange to say the least. Although 25% of <br />our sales tax comes from the restaurant/bar, if <br />you look at the small businesses, disregard <br />Safeway and disregard STK, I believe the city <br />produced a number that was 41% sales tax revenue <br />of small businesses. This type of incentive <br />program does not necessarily work well in places <br />like Steinbaughs or sill Tires. This idea was <br />strictly to promote the increased sales tax <br />revenue in a way that could be measured. I want <br />to have a way to say this program makes it or it <br />doesn't make it. I'm not asking the city to <br />finance this. I am strictly saying, until now, <br />the only way that the City Council knows if a <br />program works or fails if from someone saying <br />trust me it works. That is not good enough for the <br />citizens of Louisville.
