I have <br />heard that there is no way to balance the amount <br />of money that is collected with the amount of <br />money that is received from sales tax revenue <br />money spent. <br /> <br />I have heard that in some way that using the goal <br />course is illegal. You can always buy a round of <br />golf. It is not illegal. <br /> <br />At this time Councilman Howard went through his proposal. Please <br />see attached. <br /> <br />Every single restaurant owner that I have spoken <br />with, and I have not spoken to all of them yet, <br />has said that they are willing to give the program <br />a chance. The Board of Directors of the Chamber <br />of Commerce have not seen fit to endorse the <br />program, that's fine. They may be looking at the <br />program in different terms than I am, but the fact <br />that the restaurant owners seem to endorse it <br />tells me that this is not just a wild eyed idea as <br />some would have us believe. According to many of <br />the restaurant owners that I have spoken to, prior <br />programs that have been tried have neglected to <br />give certain information to them that they would <br />find useful. What I propose giving is a program to <br />give a way of measuring your success and some <br />marketing information. I view this as a way for <br />the city to judge the merits of an incentive <br />program prior to letting it loose to the larger <br />community. <br /> <br />I certainly thank Councilman Sackett for coming to <br />us today and giving us information on how his <br />committee is performing. My program was, however, <br />already through the ground work. I have already <br />talked to many restaurant owners. I have already <br />allocated my own funds and paid for the prizes and <br />I have already put together a program. At this <br />late date to say that you are against this <br />program, even though it doesn't cost anyone <br />anything but me, I think is strictly to say for <br />whatever reason there is a problem with this <br />Council helping out any sector of this community. <br />To neglect 41% of our community is a slap in the <br />face for that community. It is not a slap in the <br />face of the greater community to say that we will <br />get to you when funds become available. It is to <br />say when funds are available, when a program is in <br />place that we shouldn't do this because we don't <br />like Councilman Howard. I think that this is a <br />poor way to do business. Whether this Council <br />decides to help me or hinder me, I have made a <br />promise to this community. I have made a promise <br />
